1818 AN ACT CONCERNING PAROLE OPPORTUNITIES FOR INDIVIDUALS
1919 SERVING LENGTHY SENTENCES FOR CRIMES COMMITTED
2020 BEFORE THE INDIVIDUAL TURNED TWENTY -FIVE YEARS OF AGE.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 That titles 46b, 53a and 54 of the general statutes be amended to apply 1
2525 the provisions of public act 15-84 concerning individuals who received 2
2626 lengthy sentences for crimes committed before the individual turned 3
2727 eighteen to individuals who received a definite sentence or total 4
2828 effective sentence of more than ten years for a crime committed before 5
2929 the individual turned twenty-five in order to allow such individuals to 6
3030 become eligible for parole sooner than Connecticut's Truth in 7
3131 Sentencing laws would otherwise allow as follows: (1) For such 8
3232 individual who is serving fifty years or less, such individual would be 9
3333 eligible for a parole hearing after serving sixty per cent of their sentence 10
3434 or twelve years, whichever is greater; or (2) for such individual serving 11
3535 a sentence of more than fifty years, such individual would be eligible for 12
3636 a parole hearing after serving thirty years, with decisions concerning 13
3737 release being consistent with the factors in subdivisions (1) to (4), 14
3838 inclusive, of subsection (c) of section 54-300 of the general statutes, and 15 Proposed Bill No. 221

4343 providing that individuals eligible for such parole opportunities must 16
4444 be notified of such opportunities. 17
4545 Statement of Purpose:
4646 To incentivize rehabilitation among incarcerated individuals and
4747 provide a second chance for those who were convicted and sentenced
4848 before twenty-five years of age.
