AN ACT CONCERNING THE COLLECTION OF INFORMATION OF 
STUDENTS WHO WITHDRAW FROM SCHOOL WITHOUT 
GRADUATING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapter 170 of the general statutes be amended to require local 1 
and regional boards of education to (1) conduct an exit interview with 2 
each student who withdraws from school without graduating or being 3 
granted a diploma by such board, and that such exit interview shall be 4 
for the purpose of collecting information relating to (A) whether the 5 
student has a history of trauma, (B) whether the student's family has 6 
been reported to the Department of Children and Families, or any other 7 
agencies, for ongoing stressors or needs that are not being addressed, 8 
(C) the future plans of such student following such withdrawal, (D) 9 
whether the student has been the victim of bullying and whether such 10 
bullying caused a decline in academic achievement and is responsible 11 
for such withdrawal, and (E) whether such student can be set up in an 12  Proposed Bill No.  254

environment which will allow for him or her to be trained in skills that 13 
will provide financial independence; and (2) aggregate such 14 
information in a report and submit such report to the Department of 15 
Education for evaluation. 16 
Statement of Purpose:   
To collect and report information concerning student withdrawal from 
school in order to provide better services and resources to students and 
families in the state.
