2020 AN ACT INCREASING THE PERSONAL NEEDS ALLOWANCE FOR
2121 CERTAIN LONG-TERM CARE FACILITY RESIDENTS AND
2222 ELIMINATING THE MEDICAID APPLIED INCOME PENALTY FOR
2323 CONSERVATOR EXPENSES.
2424 Be it enacted by the Senate and House of Representatives in General
2525 Assembly convened:

2727 That (1) sections 17b-106 and 17b-272 of the general statutes be 1
2828 amended to increase the monthly personal needs allowance for long-2
2929 term care facility residents who receive medical assistance from sixty 3
3030 dollars to seventy-two dollars and seventy-five cents, and (2) title 17b of 4
3131 the general statutes be amended to require the Commissioner of Social 5
3232 Services to amend the Medicaid state plan to permit a qualified 6
3333 deduction of certain conservator expenses from the income portion of a 7
3434 Medicaid recipient that is applied to the cost of such recipient's care. 8
3535 Statement of Purpose:
3636 To provide sufficient funds for the personal needs of long-term care
3737 facility residents and to eliminate the applied income penalty under the
3838 Medicaid program for costs relating to conservators.
