AN ACT CONCERNING THE ESTABLISHMENT OF AN ESSENTIAL CAREGIVER PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to establish an Essential 1 Caregiver Program that (1) creates a definition of the term "essential 2 caregiver" that is not subject to interpretation by any long-term care 3 facility, and (2) authorizes an essential caregiver to provide care for a 4 resident of a long-term care facility notwithstanding any limitations on 5 visitation due to an infection outbreak or other factor, provided the 6 essential caregiver (A) abides by safety protocols, including, but not 7 limited to, those designed to mitigate risk of infection, and (B) is 8 provided with personal protective equipment to mitigate risk of 9 infection and other protections afforded to staff of such facilities. 10 Statement of Purpose: To implement the recommendations of the Nursing Home and Assisted Living Oversight Working Group.
