AN ACT CONCERNING A REINSURANCE PROGRAM TO EXPAND
HEALTH CARE ACCESS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to require the Office of Health 1
Strategy, established under section 19a-754a of the general statutes, in 2
conjunction with the Office of Policy and Management, the Insurance 3
Department and the Health Reinsurance Association created under 4
section 38a-556 of the general statutes, to seek a state innovation waiver 5
under Section 1332 of the Patient Protection and Affordable Care Act, 6
P.L. 111-148, to establish a reinsurance program that (1) provides 7
enough state subsidies that it does not adversely affect those who 8
qualify for subsidies under the Connecticut Health Insurance Exchange, 9
and (2) lowers premiums for those who do not qualify for such 10
subsidies. 11
Statement of Purpose:
To expand health care coverage by lowering insurance premiums.
