AN ACT CONCERNING COMMUNITY INVESTMENT BOARDS AND 
NEIGHBORHOOD ASSISTANCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) require certain 1 
municipalities to establish community investment boards to identify 2 
priorities for the use of municipal revenue sharing grants and select 3 
grants for payment in lieu of taxes, (2) require the Office of Policy and 4 
Management to accept proposals for solutions to problems specific to 5 
urban areas and establish pilot programs to implement such proposals, 6 
and (3) establish a task force to study issues concerning nonprofit 7 
providers. 8 
Statement of Purpose:   
To (1) require certain municipalities to establish community investment
