Explanation
The amendment results in an approximately $520,000 increase in the
amount owed to the Town of Stratford under State Property PILOT
statute, and correspondingly results in a $520,000 decrease in the
amount owed to the City of Bridgeport under the grant program. It does
so by requiring the entire State Property PILOT payment for Sikorsky
Airport to be paid to Stratford, rather than requiring 50% of the payment
to be paid to Bridgeport.
The actual impact to either town will depend on the amount of
funding provided for the State Property PILOT grant in FY 22 and
annually thereafter. PA 21-3 specifies a wealth-based, proportionate
distribution method for the grant in the event that appropriations are 2021SB-00570-R00LCO07585-FNA.DOCX Page 2 of 2
insufficient to fully fund the grant.
As the amendment shifts funding between towns, there is no impact
on the overall cost to the State to fully fund the State Property PILOT.
