1818 AN ACT CONCERNING THE SUSPENSION OF MOTOR VEHICLE
1919 OPERATORS' LICENSES FOR FAILURE TO PAY FINES OR FEES.
2020 Be it enacted by the Senate and House of Representatives in General

2323 That section 14-140 of the general statutes be amended to eliminate 1
2424 the duty of the Commissioner of Motor Vehicles to suspend the 2
2525 operator's license of any person for failure to pay any fines, fees or other 3
2626 charges associated with a motor vehicle violation. 4
2727 Statement of Purpose:
2828 To eliminate the duty of the Commissioner of Motor Vehicles to suspend
2929 a motor vehicle operator's license for failure to pay any fine or fee
3030 associated with a motor vehicle violation as the suspension unfairly
3131 punishes residents for unpaid debts and creates a self-defeating vicious
3232 cycle exacerbated by the COVID-19 pandemic.
