1919 AN ACT CONCERNING HIGH -NEED CERTIFICATE AND TRAINING
2020 PROGRAMS AND ESTABLISHING THE "NUTMEG INTERNSHIP

2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That the general statutes be amended to (1) require the Office of 1
2626 Workforce Competitiveness to designate certain certificate and training 2
2727 programs as high-need based on the workforce needs in the state, (2) 3
2828 allow the Connecticut Higher Education Supplemental Loan Authority, 4
2929 with state support, to issue loans to individuals for the completion of 5
3030 such high-need certificate programs, (3) expand the tax credit 6
3131 established pursuant to section 12-217qq of the general statutes to 7
3232 include Connecticut Higher Education Supplemental Loan Authority 8
3333 loans for the completion of such high-need certificate programs, (4) 9
3434 establish a mentorship program for students participating in the debt-10
3535 free community college programs who are enrolled in such high-need 11
3636 certificate programs, and (5) establish a state internship program, in 12
3737 partnership with corporations in the state and the Board of Regents for 13

4343 which shall include a soft skills program, as defined in section 31-11mm 15
4444 of the general statutes. 16
4545 Statement of Purpose:
4646 To (1) designate certain certificate and training programs as high-need
4747 programs, (2) allow the Connecticut Higher Education Supplemental
4848 Loan Authority to issue loans to individuals for the completion of such
4949 high-need certificate programs, (3) allow employers who pay such
5050 Connecticut Higher Education Supplemental Loan Authority loans on
5151 behalf of employees to claim a tax credit, (4) establish a mentorship
5252 program for students in the debt-free community college program who
5353 enroll in such high-need certificate programs, and (5) establish a state
5454 internship program.
