Researcher: JM Page 1 4/13/21 OLR Bill Analysis SB 662 AN ACT EXTENDING THE VALIDITY OF CERTAIN OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION TRAINING FOR PUBLIC WORKS PROJECTS. SUMMARY This bill extends the valid period of a required construction safety and health course from five to 10 years for construction workers employed on prevailing wage public works projects. Under current law, construction workers who receive prevailing wages on these projects must have taken a 10 -hour federal Occupational Safety and Health Administration (OSHA)-approved construction safety course no more than five years before the project’s start. As proof of compliance, the labor commissioner must accept a course completion card or other proof of compliance he deems appropriate dated no earlier than five years from the commencement date of the public works project. The bill makes the card or other proof valid for 10 years, rather than five.
