2121 AN ACT CONCERNING THE ADMINISTRATION OF ELECTIONS.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That title 9 of the general statutes be amended to (1) require the 1
2626 Secretary of the State to submit, not later than October 1, 2021, to the 2
2727 joint standing committee of the General Assembly having cognizance of 3
2828 matters relating to elections a report on each election law modified by 4
2929 executive order of the Governor or pursuant to the Secretary's authority 5
3030 under section 9-3 of the general statutes for any election or primary held 6
3131 in 2020 or 2021, (2) require any proposed declaratory ruling, instruction, 7
3232 opinion or written order of the Secretary to be issued pursuant to said 8
3333 section to be submitted to the standing legislative regulation review 9
3434 committee for approval, (3) prohibit the unsolicited mailing of absentee 10
3535 ballot applications by any state or municipal election official, (4) specify 11
3636 that absentee ballots may only be counted on the day of an election, (5) 12
3737 establish a pilot program for verification of signatures on absentee ballot 13
3838 envelopes, (6) require, with any absentee ballot application, an 14
3939 accompanying statement of the penalties for any violation of election 15 Proposed Bill No. 802

4444 laws, including, but not limited to, a statement that only the intended 16
4545 recipient of such application may complete and return such application, 17
4646 (7) establish a task force to study the viability of using a single envelope, 18
4747 instead of two, for the return of an absentee ballot, (8) withdraw the state 19
4848 from the National Popular Vote Interstate Compact, (9) require the 20
4949 Secretary to establish and implement procedures to audit accepted 21
5050 election day registration applications and confirmation notices of such 22
5151 accepted applications sent by and returned to registrars of voters, (10) 23
5252 require the Secretary to establish and implement procedures for 24
5353 auditing statements signed by electors who do not present certain 25
5454 preprinted forms of identification prior to voting at a polling place, and 26
5555 (11) (A) provide that, prior to receiving and being able to cast a ballot at 27
5656 the polling place, each elector shall present to the official checker or 28
5757 checkers a current and valid photo identification, which identification 29
5858 clearly displays such elector's name and residential address, and (B) 30
5959 establish a program for waiving the fee associated with obtaining, for 31
6060 voting purposes, a motor vehicle operator's license, identity card or 32
6161 other government-issued form of photo identification. 33

6363 To implement several changes concerning the administration of
