21	21	AN ACT CONCERNING THE ADMINISTRATION OF ELECTIONS.
22	22	Be it enacted by the Senate and House of Representatives in General
23	23	Assembly convened:

25	25	That title 9 of the general statutes be amended to (1) require the 1
26	26	Secretary of the State to submit, not later than October 1, 2021, to the 2
27	27	joint standing committee of the General Assembly having cognizance of 3
28	28	matters relating to elections a report on each election law modified by 4
29	29	executive order of the Governor or pursuant to the Secretary's authority 5
30	30	under section 9-3 of the general statutes for any election or primary held 6
31	31	in 2020 or 2021, (2) require any proposed declaratory ruling, instruction, 7
32	32	opinion or written order of the Secretary to be issued pursuant to said 8
33	33	section to be submitted to the standing legislative regulation review 9
34	34	committee for approval, (3) prohibit the unsolicited mailing of absentee 10
35	35	ballot applications by any state or municipal election official, (4) specify 11
36	36	that absentee ballots may only be counted on the day of an election, (5) 12
37	37	establish a pilot program for verification of signatures on absentee ballot 13
38	38	envelopes, (6) require, with any absentee ballot application, an 14
39	39	accompanying statement of the penalties for any violation of election 15 Proposed Bill No. 802

44	44	laws, including, but not limited to, a statement that only the intended 16
45	45	recipient of such application may complete and return such application, 17
46	46	(7) establish a task force to study the viability of using a single envelope, 18
47	47	instead of two, for the return of an absentee ballot, (8) withdraw the state 19
48	48	from the National Popular Vote Interstate Compact, (9) require the 20
49	49	Secretary to establish and implement procedures to audit accepted 21
50	50	election day registration applications and confirmation notices of such 22
51	51	accepted applications sent by and returned to registrars of voters, (10) 23
52	52	require the Secretary to establish and implement procedures for 24
53	53	auditing statements signed by electors who do not present certain 25
54	54	preprinted forms of identification prior to voting at a polling place, and 26
55	55	(11) (A) provide that, prior to receiving and being able to cast a ballot at 27
56	56	the polling place, each elector shall present to the official checker or 28
57	57	checkers a current and valid photo identification, which identification 29
58	58	clearly displays such elector's name and residential address, and (B) 30
59	59	establish a program for waiving the fee associated with obtaining, for 31
60	60	voting purposes, a motor vehicle operator's license, identity card or 32
61	61	other government-issued form of photo identification. 33
