2020 AN ACT ESTABLISHING A TASK FORCE TO REVIEW VOLUNTARISM
2121 NEEDS OF THE STATE OMBUDSMAN.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. (Effective from passage) (a) There is established a task force 1
2626 to study ways to (1) ensure that the Office of the Long-Term Care 2
2727 Ombudsman has enough volunteers to reach out to residents receiving 3
2828 long-term care in nursing homes or from community-based programs, 4
2929 and (2) help such residents to address complaints about their care. 5
3030 (b) The task force shall consist of the following members: 6
3131 (1) Two appointed by the speaker of the House of Representatives, 7
3232 both of whom shall be residents' advocates appointed pursuant to 8
3333 section 17a-406 of the general statutes; 9
3434 (2) Two appointed by the president pro tempore of the Senate, both 10
3535 of whom shall be representatives of senior centers; 11
3636 (3) One appointed by the majority leader of the House of 12

4343 (4) One appointed by the majority leader of the Senate; 14
4444 (5) One appointed by the minority leader of the House of 15

4646 (6) One appointed by the minority leader of the Senate; 17
4747 (7) The State Ombudsman, or the State Ombudsman's designee; 18
4848 (8) The Commissioner of Aging and Disability Services, or the 19
4949 commissioner's designee; 20
5050 (9) The Commissioner of Social Services, or the commissioner's 21
5151 designee; and 22
5252 (10) The executive director of the Commission on Women, Children, 23
5353 Seniors, Equity and Opportunity, or the executive director's designee. 24
5454 (c) Any member of the task force appointed under subdivision (3), 25
5555 (4), (5) or (6) of subsection (b) of this section may be a member of the 26
5656 General Assembly. 27
5757 (d) All appointments to the task force shall be made not later than 28
5858 thirty days after the effective date of this section. Any vacancy shall be 29
5959 filled by the appointing authority. 30
6060 (e) The speaker of the House of Representatives and the president pro 31
6161 tempore of the Senate shall select the chairpersons of the task force from 32
6262 among the members of the task force. Such chairpersons shall schedule 33
6363 the first meeting of the task force, which shall be held not later than sixty 34
6464 days after the effective date of this section. 35
6565 (f) The administrative staff of the Commission on Women, Children, 36
6666 Seniors, Equity and Opportunity shall serve as administrative staff of 37
6767 the task force. 38
6868 (g) Not later than January 1, 2022, the task force shall submit a report 39
6969 on its findings and recommendations to the joint standing committees 40

7676 and human services, in accordance with the provisions of section 11-4a 42
7777 of the general statutes. The task force shall terminate on the date that it 43
7878 submits such report or January 1, 2022, whichever is later. 44
