AN ACT CONCERNING CAMPAIGN FINANCE AND PHOTO 
IDENTIFICATION FOR VOTING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That general statutes be amended to (1) require that, if the treasurer 1 
of a candidate committee submits a contribution as part of an 2 
application for a grant under the Citizens' Election Program and the 3 
State Elections Enforcement Commission accordingly deems such 4 
contribution not to be a qualifying contribution, said commission shall 5 
return such contribution to such committee and such treasurer shall in 6 
turn refund such contribution to the contributor, (2) require said 7 
commission to, prior to the day of an election, dismiss or issue a decision 8 
on any complaint filed with said commission alleging violation of any 9 
law relating to such election, (3) for the fiscal year ending June 30, 2022, 10 
provide that no appropriation from the General Fund may be made to 11 
the Citizens' Election Fund until all outstanding reports required by law 12 
to be submitted by said commission to the intended recipients are so 13 
submitted, (4) provide that said commission shall be within the Office 14  Proposed Bill No.  822

of State Ethics, (5) permit treasurers of candidate committees to accept 15 
contributions through mobile applications, and (6) require the Secretary 16 
of the State to establish and implement procedures for auditing 17 
statements signed by electors who do not present certain preprinted 18 
forms of identification prior to voting at a polling place. 19 
Statement of Purpose:   
To (1) require that statements signed by electors, in lieu of presenting 
certain identification at the polls, be audited for accuracy, and (2) make 
several changes regarding campaign finance.
