AN ACT CONCERNING AUTOMATIC VOTER REGISTRATION, 
ABSENTEE VOTING AND LOCAL ADMINISTRATION OF ELECTIONS 
AND REFERENDA. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 9 of the general statutes be amended to (1) codify the 1 
memorandum of understanding implementing automatic voter 2 
registration at the Department of Motor Vehicles, and expand automatic 3 
voter registration to include other state agencies capable of similar 4 
implementation, (2) allow electors to vote by absentee ballot for the 5 
duration of the COVID-19 pandemic, (3) make permanent the use of 6 
absentee ballot drop boxes initially employed for the 2020 state election 7 
cycle, (4) provide for increased funding, including compensation, for 8 
officials involved in the administration of elections at the local level, and 9 
(5) make certain changes to the conduct of municipal referenda. 10 
Statement of Purpose:   
To (1) implement automatic voter registration at additional state 
agencies, (2) allow absentee voting during the COVID-19 pandemic, (3) 
make permanent the use of absentee ballot drop boxes, (4) increase  Proposed Bill No.  825

funding for local election administrators, and (5) make certain changes 
regarding municipal referenda.
