20	20		AN ACT CONCERNING TH E DECOUPLING OF THE PUBLIC
21	21		UTILITIES REGULATORY AUTHORITY AND THE DEPARTMENT OF
22	22		ENERGY AND ENVIRONME NTAL PROTECTION.
23	23		Be it enacted by the Senate and House of Representatives in General
24	24		Assembly convened:

26	26		Section 1. (NEW) (Effective from passage) (a) Not later than October 1, 1
27	27		2021, the Commissioner of Energy and Environmental Protection shall 2
28	28		begin the decoupling process of the Public Utilities Regulatory 3
29	29		Authority and the Department of Energy and Environmental 4
30	30		Protection. 5
31	31		(b) Not later than January 1, 2022, the Commissioner of Energy and 6
32	32		Environmental Protection shall submit a report, and any 7
33	33		recommendations for legislation, detailing an implementation plan for 8
34	34		such decoupling and any progress made to date on such decoupling to 9
35	35		the joint standing committee of the General Assembly having 10
36	36		cognizance of matters relating to energy, in accordance with the 11
37	37		provisions of section 11-4a of the general statutes. 12 Raised Bill No. 855
