26 | 26 | | Section 1. (Effective from passage) (a) There is established a working 1 |
---|
27 | 27 | | group to study the effects of the equalization aid grant formula, as 2 |
---|
28 | 28 | | described in section 10-262h of the general statutes, on small towns and 3 |
---|
29 | 29 | | rural towns. The working group shall review such formula and consider 4 |
---|
30 | 30 | | the following: (1) The effect of such formula on the distribution of state 5 |
---|
31 | 31 | | education funds to (A) small towns, and (B) rural towns, and (2) the 6 |
---|
32 | 32 | | effect of the phase-in of funding levels, as described in subsection (c) of 7 |
---|
33 | 33 | | section 10-262h of the general statutes, on the predictability and 8 |
---|
34 | 34 | | sustainability of education funding for small towns and rural towns. 9 |
---|
35 | 35 | | (b) The task force shall consist of the following members: 10 |
---|
36 | 36 | | (1) Two designated by the Connecticut Association of Boards of 11 |
---|
37 | 37 | | Education, one of whom is a member of a board of education for a school 12 |
---|
38 | 38 | | district for a small town and one of whom is a member of a board of 13 |
---|

52 | 52 | | (4) Two designated by the American Federation of Teachers-22 |

53 | 53 | | Connecticut, one of whom is a teacher in a school district for a small 23 |

54 | 54 | | town and one of whom is a teacher in a school district for a rural town; 24 |

55 | 55 | | (5) Two designated by the Connecticut Council of Small Towns; and 25 |
---|
56 | 56 | | (6) The Commissioner of Education, or the commissioner's designee. 26 |

57 | 57 | | (c) All designations to the working group shall be made not later than 27 |
---|
58 | 58 | | thirty days after the effective date of this section. Any vacancy shall be 28 |
---|
59 | 59 | | filled by the designating authority. 29 |
---|
60 | 60 | | (d) The Commissioner of Education, or the commissioner's designee, 30 |
---|
61 | 61 | | shall serve as the chairperson of the working group. The chairperson 31 |
---|
62 | 62 | | shall schedule the first meeting of the working group, which shall be 32 |
---|
63 | 63 | | held not later than sixty days after the effective date of this section. 33 |
---|
64 | 64 | | (e) Not later than January 1, 2022, the working group shall submit a 34 |
---|
65 | 65 | | report on its findings and any recommendations for revisions to the 35 |
---|
66 | 66 | | equalization aid grant formula to the joint standing committee of the 36 |
---|
67 | 67 | | General Assembly having cognizance of matters relating to education, 37 |
---|
68 | 68 | | in accordance with the provisions of section 11-4a of the general statutes. 38 |
---|
69 | 69 | | The working group shall terminate on the date that it submits such 39 |
---|
70 | 70 | | report or January 1, 2022, whichever is later. 40 |
---|
71 | 71 | | This act shall take effect as follows and shall amend the following |
