2020 AN ACT ESTABLISHING A WORKING GROUP TO R EVIEW THE
2121 EFFECTS OF THE EDUCA TION COST SHARING GRANT FORMUL A
2222 ON SMALL AND RURAL T OWNS.
2323 Be it enacted by the Senate and House of Representatives in General

2626 Section 1. (Effective from passage) (a) There is established a working 1
2727 group to study the effects of the equalization aid grant formula, as 2
2828 described in section 10-262h of the general statutes, on small towns and 3
2929 rural towns. The working group shall review such formula and consider 4
3030 the following: (1) The effect of such formula on the distribution of state 5
3131 education funds to (A) small towns, and (B) rural towns, and (2) the 6
3232 effect of the phase-in of funding levels, as described in subsection (c) of 7
3333 section 10-262h of the general statutes, on the predictability and 8
3434 sustainability of education funding for small towns and rural towns. 9
3535 (b) The task force shall consist of the following members: 10
3636 (1) Two designated by the Connecticut Association of Boards of 11
3737 Education, one of whom is a member of a board of education for a school 12
3838 district for a small town and one of whom is a member of a board of 13

4545 (2) Two designated by the Connecticut Association of Public School 15
4646 Superintendents, one of whom is a superintendent of school for a school 16
4747 district for a small town and one of whom is a superintendent of schools 17
4848 for a school district for a rural town; 18
4949 (3) Two designated by the Connecticut Education Association, one of 19
5050 whom is a teacher in a school district for a small town and one of whom 20
5151 is a teacher in a school district for a rural town; 21
5252 (4) Two designated by the American Federation of Teachers-22
5353 Connecticut, one of whom is a teacher in a school district for a small 23
5454 town and one of whom is a teacher in a school district for a rural town; 24
5555 (5) Two designated by the Connecticut Council of Small Towns; and 25
5656 (6) The Commissioner of Education, or the commissioner's designee. 26
5757 (c) All designations to the working group shall be made not later than 27
5858 thirty days after the effective date of this section. Any vacancy shall be 28
5959 filled by the designating authority. 29
6060 (d) The Commissioner of Education, or the commissioner's designee, 30
6161 shall serve as the chairperson of the working group. The chairperson 31
6262 shall schedule the first meeting of the working group, which shall be 32
6363 held not later than sixty days after the effective date of this section. 33
6464 (e) Not later than January 1, 2022, the working group shall submit a 34
6565 report on its findings and any recommendations for revisions to the 35
6666 equalization aid grant formula to the joint standing committee of the 36
6767 General Assembly having cognizance of matters relating to education, 37
6868 in accordance with the provisions of section 11-4a of the general statutes. 38
6969 The working group shall terminate on the date that it submits such 39
7070 report or January 1, 2022, whichever is later. 40
7171 This act shall take effect as follows and shall amend the following
