21	21	AN ACT EXTENDING THE MINORITY REPRESENTA TION RULE TO
22	22	CERTAIN LEGISLATIVE BODIES AND SPECIAL TAXING DISTRICTS.
23	23	Be it enacted by the Senate and House of Representatives in General
24	24	Assembly convened:

26	26	Section 1. Subsection (a) of section 9-167a of the general statutes is 1
27	27	repealed and the following is substituted in lieu thereof (Effective October 2
28	28	1, 2021): 3
29	29	(a) (1) Except as provided in subdivision (2) of this subsection, the 4
30	30	maximum number of members of any board, commission, legislative 5
31	31	body, committee or similar body of the state or any political subdivision 6
32	32	thereof, whether elective or appointive, who may be members of the 7
33	33	same political party, shall be as specified in the following table: 8

51	51	(2) The provisions of this section shall not apply (A) to any such (i) 9
52	52	board, commission, committee or similar body whose members are 10
53	53	elected wholly or partially on the basis of a geographical division of the 11
54	54	state or political subdivision, or (ii) legislative body whose members are 12
55	55	elected wholly or partially on the basis of a geographical division of the 13
56	56	state, (B) to a legislative body of a municipality [(i)] having a town 14
57	57	meeting as its legislative body, [or (ii) for which the charter or a special 15
58	58	act, on January 1, 1987, provided otherwise,] (C) to the city council of an 16
59	59	unconsolidated city within a town and the town council of such town if 17
60	60	the town has a town council and a representative town meeting, the 18
61	61	town charter provides for some form of minority representation in the 19
62	62	election of members of the representative town meeting, and the city has 20
63	63	a city council and a body having the attributes of a town meeting, or (D) 21
64	64	to the board of directors and other officers of any district, as defined in 22
65	65	section 7-324, other than a fire district, having annual receipts from all 23
66	66	sources not in excess of two hundred fifty thousand dollars. 24
67	67	This act shall take effect as follows and shall amend the following
