Explanation 
The bill requires the Department of Public Health (DPH) in 
consultation with the Insurance Department (DOI), to develop certain 
educational materials and distribute them, which may result in a cost 
to DPH for printing and mailing the materials to certain entities, in the 
event the distribution cannot be done through electronic means.  There 
is no anticipated cost to develop the materials, which DPH has the 
expertise to do, or for DOI to distribute the materials to health carriers 
and pharmacy benefit managers.  
Senate "A" makes DPH responsible for developing educational 
materials, in consultation with DOI, and distributing them to health 
care providers, pharmacies and medical schools, rather than DOI 
developing regulations, which added the potential cost indicated
