1421 AN ACT REQUIRING SOC IAL MEDIA POLICIES FOR POLICE

1623 Be it enacted by the Senate and House of Representatives in General

19-Section 1. (NEW) (Effective from passage) (a) As used in this section, 1
20-"social media" has the same meaning as provided in section 9-601 of the 2
21-general statutes and "law enforcement unit" and "police officer" have the 3
22-same meanings as provided in section 7-294a of the general statutes. Not 4
23-later than January 1, 2022, the Police Officer Standards and Training 5
24-Council shall develop a model policy concerning the use of social media 6
25-by law enforcement units and police officers while on duty. Such model 7
26-policy shall include, but need not be limited to, (1) guidelines regarding 8
27-the use of a social media account used by a law enforcement unit, (2) the 9
28-responsibilities of any person employed by the law enforcement unit 10
29-who manages and approves content to post on such social media 11
30-account, (3) procedures when the unauthorized use of such social media 12
31-account is detected, (4) guidelines to ensure compliance with any 13
32-applicable state or federal law, (5) guidelines regarding content suitable 14
33-and not suitable for posting on such social media account, and (6) 15
34-methods to limit indecent or obscene content on any such social media 16
35-account. 17
36-(b) Not later than July 1, 2022, each law enforcement unit shall adopt 18 Substitute Bill No. 1009

36+of such social media account is detected, (4) guidelines to ensure 11
37+compliance with any applicable state or federal law, (5) guidelines 12
38+regarding content suitable and not suitable for posting on such social 13
39+media account, (6) methods to limit indecent or obscene content on any 14
40+such social media account, and (7) a prohibition on the personal use of 15
41+social media by a police officer while on duty. 16
