AN ACT CONCERNING BL OCKCHAIN AND EMERGIN G
TECHNOLOGIES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective from passage) (a) As used in this section: 1
(1) "Blockchain technology" means distributed ledger technology that 2
uses a distributed, decentralized, shared and replicated ledger that may 3
be public or private, permissioned or permissionless and that may 4
include the use of electronic currencies or electronic tokens as a medium 5
of electronic exchange; and 6
(2) "Distributed ledger technology" means any database that is 7
consensually shared and synchronized across multiple sites, institutions 8
or geographies allowing for public witnesses to such transactions and 9
may include supporting infrastructure, including blockchain 10
technology. 11
(b) On or before October 1, 2021, the Department of Administrative 12
Services shall develop and issue a request for information for the 13 Raised Bill No. 1039

incorporation of blockchain technology to make a state administrative 14
function more efficient or cost-effective. 15
(c) Not later than January 1, 2022, the Commissioner of 16
Administrative Services shall evaluate the responses to the request for 17
information and submit a report, in accordance with the provisions of 18
section 11-4a of the general statutes, identifying department functions 19
that may be made more efficient or cost-effective by blockchain 20
technology to the joint standing committees of the General Assembly 21
having cognizance of matters relating to commerce and government 22
administration. 23
Sec. 2. (Effective from passage) On or before January 1, 2022, the 24
Commissioner of Economic and Community Development shall 25
develop a plan to support the state's remote work economy, including, 26
but not limited to, the promotion of existing remote work workspaces 27
and incentives for the creation of new remote work workspaces in the 28
state. Not later than January 1, 2022, the commissioner shall submit, in 29
accordance with the provisions of section 11-4a of the general statutes, 30
such plan to the joint standing committee of the General Assembly 31
having cognizance of matters relating to commerce. 32
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require (1) the Department of Administrative Services to issue a
request for information for the incorporation of blockchain technology
to make a state administrative function more efficient or cost effective,
and (2) the Department of Economic and Community Development to
develop a plan to promote existing remote work workspaces and
incentivize the creation of new remote work workspaces.
