914 AN ACT CONCERNING BL OCKCHAIN AND EMERGIN G
1015 TECHNOLOGIES.
1116 Be it enacted by the Senate and House of Representatives in General
1217 Assembly convened:

14-Section 1. (Effective from passage) (a) As used in this section:
15-(1) "Blockchain technology" means distributed ledger technology that
16-uses a distributed, decentralized, shared and replicated ledger that may
17-be public or private, permissioned or permissionless and that may
18-include the use of electronic currencies or electronic tokens as a medium
19-of electronic exchange; and
20-(2) "Distributed ledger technology" means any database that is
21-consensually shared and synchronized across multiple sites, institutions
22-or geographies allowing for public witnesses to such transactions and
23-may include supporting infrastructure, including blockchain
24-technology.
25-(b) On or before October 1, 2021, the Department of Administrative
26-Services shall develop and issue a request for information for the
27-incorporation of blockchain technology to make a state administrative
28-function more efficient or cost-effective.
29-(c) Not later than January 1, 2022, the Commissioner of Substitute Senate Bill No. 1039

33-Administrative Services shall evaluate the responses to the request for
34-information and submit a report, in accordance with the provisions of
35-section 11-4a of the general statutes, identifying department functions
36-that may be made more efficient or cost-effective by blockchain
37-technology to the joint standing committees of the General Assembly
38-having cognizance of matters relating to commerce and government
39-administration.
40-Sec. 2. (Effective from passage) On or before January 1, 2022, the
41-Commissioner of Economic and Community Development, in
42-consultation with AdvanceCT, shall develop a plan to support the state's
43-remote work economy, including, but not limited to, the promotion of
44-existing remote work workspaces and incentives for the creation of new
45-remote work workspaces in the state, including in central business
46-district locations, underutilized office space and unoccupied shopping
47-malls. Not later than January 1, 2022, the commissioner shall submit, in
48-accordance with the provisions of section 11-4a of the general statutes,
49-such plan to the joint standing committee of the General Assembly
50-having cognizance of matters relating to commerce.
