21	20		AN ACT CONCERNING A STUDY OF MUNICIPALITIES AND
22	21		HOMEOWNERS WITH WELL WATER CONTAMINATED WITH
23	22		URANIUM.
24	23		Be it enacted by the Senate and House of Representatives in General
25	24		Assembly convened:

27	26		Section 1. (Effective from passage) (a) The Commissioner of Public 1
28	27		Health and the Secretary of the Office of Policy and Management shall 2
29	28		jointly conduct a study of municipalities in the state where the 3
30	29		commissioner reasonably believes that the groundwater is 4
31	30		contaminated with uranium. Such study shall include, but not be 5
32	31		limited to, an examination of (1) the levels of uranium in such 6
33	32		groundwater, (2) the number of private residential wells affected by the 7
34	33		presence of uranium, and (3) the available resources of the Department 8
35	34		of Public Health, local health departments and municipalities to provide 9
36	35		assistance to homeowners and other individuals who use such wells. 10
37	36		(b) Not later than January 1, 2022, the commissioner and the secretary 11
38	37		shall submit to the joint standing committees of the General Assembly 12

46		-	development, in accordance with the provisions of section 11-4a of the 14
47	42		general statutes, (1) a report on the findings of such study, and (2) 15
48	43		recommendations for legislation to address potential concerns 16
49	44		identified in such study regarding groundwater contaminated with 17
50	45		uranium, including, but not limited to, any program that may be 18
51	46		established to provide grants, low-interest loans and other forms of 19
52	47		financial assistance to municipalities and homeowners affected by such 20
53	48		contamination. 21
