2020 AN ACT CONCERNING PR OPERTY TAXES AND AFF ORDABLE

2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. (NEW) (Effective October 1, 2021, and applicable to assessment 1
2626 years commencing on or after October 1, 2021) (a) In addition to the tax 2
2727 under chapter 204 of the general statutes, each municipality shall 3
2828 impose upon each owner of residential real property located in such 4
2929 municipality an assessment for such residential real property in 5
3030 accordance with the provisions of subsection (b) of this section, 6
3131 provided the first three hundred thousand dollars of the assessed value 7
3232 of such residential real property shall be exempt from such additional 8
3333 assessment. 9
3434 (b) (1) In the case of a municipality in which ten per cent or more of 10
3535 all dwelling units in such municipality are described in subdivisions (1) 11
3636 to (5), inclusive, of subsection (k) of section 8-30g of the general statutes, 12
3737 such municipality shall impose an additional assessment rate of zero 13
3838 mills. 14
3939 (2) In the case of a municipality in which eight per cent or more, but 15

4242 less than ten per cent, of all dwelling units in such municipality are 16
4343 described in subdivisions (1) to (5), inclusive, of subsection (k) of section 17
4444 8-30g of the general statutes, such municipality shall impose an 18
4545 additional assessment rate of four-tenths of one mill. 19
4646 (3) In the case of a municipality in which six per cent or more, but less 20
4747 than eight per cent, of all dwelling units in such municipality are 21
4848 described in subdivisions (1) to (5), inclusive, of subsection (k) of section 22
4949 8-30g of the general statutes, such municipality shall impose an 23
5050 additional assessment rate of eight-tenths of one mill. 24
5151 (4) In the case of a municipality in which four per cent or more, but 25
5252 less than six per cent, of all dwelling units in such municipality are 26
5353 described in subdivisions (1) to (5), inclusive, of subsection (k) of section 27
5454 8-30g of the general statutes, such municipality shall impose an 28
5555 additional assessment rate of one and two-tenths of one mill. 29
5656 (5) In the case of a municipality in which two per cent or more, but 30
5757 less than four per cent, of all dwelling units in such municipality are 31
5858 described in subdivisions (1) to (5), inclusive, of subsection (k) of section 32
5959 8-30g of the general statutes, such municipality shall impose an 33
6060 additional assessment rate of one and six-tenths of one mill. 34
6161 (6) In the case of a municipality in which less than two per cent of all 35
6262 dwelling units in such municipality are described in subdivisions (1) to 36
6363 (5), inclusive, of subsection (k) of section 8-30g of the general statutes, 37
6464 such municipality shall impose an additional assessment rate of two 38
6565 mills. 39
6666 This act shall take effect as follows and shall amend the following

7777 Statement of Purpose:
7878 To require each municipality to impose an assessment rate, in addition
7979 to that provided for under chapter 204 of the general statutes, on all
8080 residential real property in such municipality depending on the amount
8181 of certain affordable housing in such municipality.
