17-Section 1. (NEW) (Effective July 1, 2021) (a) As used in this section, 1

1826 "personal care attendant" and "consumer" have the same meanings as 2
1927 provided in section 17b-706 of the general statutes. 3
2028 (b) On and after July 1, 2021, no person submitting a response to a 4
2129 request for proposals for the provision of payroll services for the 5
22-employment of personal care attendants shall be deemed qualified to 6
23-submit a response unless such person, either during the prequalification 7
24-process or in the submitted response, demonstrates an ability to provide 8
25-payroll services in a manner that meets or exceeds the following 9
26-requirements: 10
30+employment of personal care attendants, as defined in section 17b-706 6

46+payment, and (B) the personal care attendants with a specific and 17
47+accessible method to address any problems in sufficient time to correct 18
4148 the problem and receive the correct amount on the payment date. As 19
4249 used in this subdivision, "sufficient notice" means a period of time that 20
4350 permits the personal care attendant to respond and correct any 21
4451 problems in time to receive the correct payment on the date of payment; 22
4552 (2) Provision of a timely method for personal care attendants to 23
4653 receive pay between payroll cycles when a pay discrepancy has been 24
4754 resolved at least twenty-four hours after the date of payment. As used 25
4855 in this subdivision, "timely method" means payment not later than 26
4956 forty-eight hours after the resolution of the pay discrepancy; and 27
5057 (3) An expanded telephonic and computer -based in-home 28
5158 scheduling, tracking and billing system that is capable of showing 29
5259 whether a personal care attendant's timesheet has been approved or 30
5360 there is a problem with such timesheet. 31
5461 (c) The Commissioner of Administrative Services may adopt 32
55-regulations, in accordance with the provisions of chapter 54 of the 33
56-general statutes, to implement the provisions of this section. 34
