22	22	AN ACT CONCERNING CO MPETITIVENESS AND LA BOR COSTS AT
23	23	THE CONNECTICUT AIRP ORT AUTHORITY.
24	24	Be it enacted by the Senate and House of Representatives in General
25	25	Assembly convened:

27	27	Section 1. Subsections (g) and (h) of section 15-120mm of the general 1
28	28	statutes are repealed and the following is substituted in lieu thereof 2
29	29	(Effective from passage): 3
30	30	(g) [The] Except as provided in subsection (h) of this section, the 4
31	31	officers and all other employees of the authority shall be state employees 5
32	32	for the purposes of retirement and group welfare benefits, [and 6
33	33	retirement,] including, but not limited to, those provided under chapter 7
34	34	66 and sections 5-257 and 5-259. The authority shall reimburse the 8
35	35	appropriate state agencies for all costs incurred by such designation. 9
36	36	(h) (1) The executive director, as described in subsection (d) of section 10
37	37	15-120bb, and any unclassified employee of the authority hired before 11
38	38	the effective date of this section, may, at the discretion of the authority 12
39	39	and at the one-time irrevocable option of the executive director or such 13
40	40	unclassified employee, be exempted from the provision of subsection 14
41	41	(g) of this section for the purposes of retirement under chapter 66 or 15 Raised Bill No. 1079

47	47	group welfare benefits under sections 5-257 and 5-259. If the executive 16
48	48	director or such unclassified employee elects either or both such 17
49	49	options, as approved by the authority, the executive director's or such 18
50	50	unclassified employee's participation in the retirement or group welfare 19
51	51	benefits plan, as applicable, shall be suspended during the period of 20
52	52	such election and the executive director or unclassified employee may 21
53	53	participate in the retirement or group welfare benefits plan, or both, 22
54	54	developed by the authority pursuant to subdivision (3) of this 23
55	55	subsection while the executive director or such unclassified employee is 24
56	56	an employee of the authority. 25
57	57	(2) Any unclassified employee of the authority hired on or after the 26
58	58	effective date of this section shall be exempted from the provisions of 27
59	59	subsection (g) of this section for the purposes of retirement under 28
60	60	chapter 66 and group welfare benefits under sections 5-257 and 5-259 29
61	61	and shall participate in the retirement and group welfare benefits plan 30
62	62	developed by the authority pursuant to subdivision (3) of this 31
63	63	subsection. 32
64	64	(3) The authority [may] shall develop and implement retirement 33
65	65	[plans] and group welfare benefits plans for the executive director and 34
66	66	unclassified employees described in subdivisions (1) and (2) of this 35
67	67	subsection. Such plans shall not be subject to supervision, oversight or 36
68	68	approval by the State Employees Retirement Commission under 37
69	69	chapter 66 or the Comptroller, Attorney General or Insurance 38
70	70	Commissioner under chapter 67, provided any such retirement plan 39
71	71	shall be considered a Connecticut retirement plan for purposes of 40
72	72	subsection (d) of section 5-160. The authority shall pay all costs, fees, 41
73	73	contributions and other expenses incurred as a result of any such 42
74	74	retirement plan or group welfare benefit. 43
75	75	This act shall take effect as follows and shall amend the following

86	86	To allow certain employees of the Connecticut Airport Authority and
87	87	require certain future employees of the authority to participate in
88	88	retirement and benefit plans implemented by the authority.
