2020 AN ACT CONCERNING TH E COLLECTION OF CERT AIN DATA
2121 RELATING TO PARENTS WHO HAVE THEIR PARENTAL RIGHTS

2323 Be it enacted by the Senate and House of Representatives in General
2424 Assembly convened:

2626 Section 1. (NEW) (Effective October 1, 2021) (a) The Commissioner of 1
2727 Children and Families, in collaboration with the Commissioner of 2
2828 Correction, shall collect data relating to petitions for the termination of 3
2929 parental rights, as defined in section 17a-93 of the general statutes, 4
3030 including petitions involving parents whose parental rights are 5
3131 terminated while incarcerated. Not later than January 1, 2022, the 6
3232 Department of Children and Families shall publish on the department's 7
3333 Internet web site aggregate data and analysis, which shall include, but 8
3434 not be limited to: 9
3535 (1) The number of incarcerated parents who are named in 10
3636 termination of parental rights petitions; 11
3737 (2) The number of children who are in foster care due to the 12

4444 (3) A statistical analysis of the likelihood of a parent who is 14
4545 incarcerated having his or her parental rights terminated as compared 15
4646 to a parent who is not incarcerated; 16
4747 (4) The types of residential placements used for the children of 17
4848 incarcerated parents whose parental rights are terminated; 18
4949 (5) The percentage of parents who consent to the termination of 19
5050 parental rights and the reasons why such parents consent to the 20
5151 termination of parental rights, including whether such consent is 21
5252 attributable to incarceration; and 22
5353 (6) Demographic data about persons whose parental rights are 23
5454 terminated. 24
5555 (b) Data published pursuant to subsection (a) of this section shall not 25
5656 include any personally identifiable information. 26
5757 This act shall take effect as follows and shall amend the following
