9-AN ACT CONCERNING THE CONVEYANCE OF A PARCEL OF
10-STATE LAND IN THE TOWN OF SOUTH WINDSOR.
14+AN ACT CONCERNING TH E CONVEYANCE OF A PA RCEL OF STATE
15+LAND IN THE TOWN OF SOUTH WINDSOR.
1116 Be it enacted by the Senate and House of Representatives in General

14-Section 1. (Effective from passage) (a) Notwithstanding any provision
15-of the general statutes, the Commissioner of Transportation shall convey
16-to the town of South Windsor a parcel of land located in the town of
17-South Windsor, at a cost equal to the administrative costs of making
18-such conveyance. Said parcel of land has an area of approximately 7.08
19-acres and is identified on a map entitled "Compilation Plan; Town of
20-South Windsor; Map Showing Land released to ____ by the State of
21-Connecticut Department of Transportation; Vietnam Veterans
22-Memorial Highway (I-291 Westbound) @ Ellington Road (CT Route 30),
23-scale 1"= 40', April 2019", and is designated by the Department of
24-Transportation as File No. 132-97-25B. The conveyance shall be subject
25-to the approval of the State Properties Review Board.
26-(b) The town of South Windsor shall sell said parcel of land for
27-economic development purposes. If the town of South Windsor does not
28-sell said parcel for economic development purposes within five years
29-after the conveyance of the parcel to the town under this section, the
30-parcel shall revert to the state of Connecticut. Any sale by the town of
31-said parcel shall be made at a cost equal to the fair market value of said Substitute Senate Bill No. 1109

24+acres and is identified as the parcel of land located at 239 Ellington Road, 6
25+and Block 2 on town of South Windsor Tax Assessor's Map 6. The 7
26+conveyance shall be subject to the approval of the State Properties 8
27+Review Board. 9
28+(b) The town of South Windsor shall sell said parcel of land for 10
29+economic development purposes. If the town of South Windsor does not 11
30+sell said parcel for economic development purposes within five years 12
31+after the conveyance of the parcel to the town under this section, the 13
32+parcel shall revert to the state of Connecticut. Any sale by the town of 14
33+said parcel shall be made at a cost equal to the fair market value of said 15
34+parcel, as determined by the average of the appraisals of two 16
35+independent appraisers selected by the Commissioner of 17
36+Transportation. Such appraisals shall be completed not later than six 18 Substitute Bill No. 1109

35-parcel, as determined by the average of the appraisals of two
36-independent appraisers selected by the Commissioner of
37-Transportation. Such appraisals shall be completed not later than six
38-months after the conveyance of the parcel to the town under this section
39-and shall be updated as necessary. Any funds received by the town of
40-South Windsor from a sale in accordance with this subsection shall be
41-transferred to the State Treasurer for deposit in the Special
42-Transportation Fund.
43-(c) The State Properties Review Board shall complete its review of the
44-conveyance of said parcel of land not later than thirty days after it
45-receives a proposed agreement from the Department of Transportation.
46-The land shall remain under the care and control of said department
47-until a conveyance is made in accordance with the provisions of this
48-section. The State Treasurer shall execute and deliver any deed or
49-instrument necessary for a conveyance under this section, which deed
50-or instrument shall include provisions to carry out the purposes of
51-subsection (b) of this section. The Commissioner of Transportation shall
52-have the sole responsibility for all other incidents of such conveyance.

43+months after the conveyance of the parcel to the town under this section 19
