Substitute Senate Bill No. 1114 Special Act No. 21-30 AN ACT RELINQUISHING THE STATE INTEREST IN A PARCEL OF LAND CONVEYED TO THE TOWN OF EAST WINDSOR. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) Notwithstanding the provisions of section 8-214d of the general statutes and (1) a certain restriction contained in a Restrictive Covenant entered into between the State of Connecticut, Department of Housing and Creative Housing, Inc., dated September 30, 1992, and recorded in the Town of East Windsor Land Records in Volume 169, Page 942, that the community housing land bank and land trust parcel of land described in said agreement on Phelps Road in the town of East Windsor shall be used for "the benefit of low and moderate income persons", and (2) a certain restriction when said parcel of land was conveyed to the town of East Windsor by the Department of Housing with the approval of the State Bond Commission obtained on December 18, 2020, and noted as item 30 on said bond commission agenda that said parcel "be used for, or in conjunction with, activities related to, or similar to, any program administered by the commissioner pursuant to state or federal law", said restrictions may be released, relinquished and have no further force and effect, the town of East Windsor may convey said parcel free of said restrictions and the parcel may be used for other than (A) low and moderate income purposes, or (B) activities related to or similar to Substitute Senate Bill No. 1114 Special Act No. 21-30 2 of 2 programs administered by the Commissioner of Housing.
