AN ACT CONCERNING TH E CONVEYANCE OF A PA RCEL OF STATE 
LAND IN THE TOWN OF SOMERS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) Notwithstanding any provision 1 
of the general statutes, the Commissioner of Correction shall convey to 2 
the town of Somers a parcel of land located in the town of Somers, at a 3 
cost equal to the administrative costs of making such conveyance, plus 4 
the cost of any land survey that may be needed. Said parcel of land has 5 
an area of approximately 3 acres and is identified as follows: Beginning 6 
at a point located on the westerly side of Bilton Road and at the 7 
northeasterly corner of lands now or formerly of the State of Connecticut 8 
located at 264 Bilton Road, said point being the northeasterly corner of 9 
the parcel described in this section; thence running S17º45'33"W a 10 
distance of 250.00 feet along the westerly street line of Bilton Road; 11 
thence running S75º36'40"E a distance of 468.90 feet; thence running 12 
N06º25'03"W a distance of 266.98 feet; thence running S75º36'40"E a 13 
distance of 578.44 feet along the southerly line of lands now or formerly 14 
of Bushnell located at 166 Bilton Road to the point and place of the 15 
beginning. The conveyance shall be subject to the approval of the State 16 
Properties Review Board. 17 
(b) The town of Somers shall use said parcel of land for public safety 18  Substitute Bill No. 1115

purposes. If the town of Somers: 19 
(1) Does not use said parcel for said purposes; 20 
(2) Does not retain ownership of all of said parcel; or 21 
(3) Leases all or any portion of said parcel, 22 
the parcel shall revert to the state of Connecticut. The Commissioner of 23 
Correction shall retain an easement for purposes of a fire department 24 
staging area on said parcel. 25 
(c) The State Properties Review Board shall complete its review of the 26 
conveyance of said parcel of land not later than thirty days after it 27 
receives a proposed agreement from the Department of Correction. The 28 
land shall remain under the care and control of said department until a 29 
conveyance is made in accordance with the provisions of this section. 30 
The State Treasurer shall execute and deliver any deed or instrument 31 
necessary for a conveyance under this section, which deed or instrument 32 
shall include provisions to carry out the purposes of subsection (b) of 33 
this section. The Commissioner of Correction shall have the sole 34 
responsibility for all other incidents of such conveyance. 35 
This act shall take effect as follows and shall amend the following 
sections:
