7979 WHEREAS, on Friday, February 5, 2021, the state of Connecticut lost 1
8080 an admired and dedicated Auditor of Public Accounts and former State 2
8181 Senator with the passing of Robert J. Kane, at the age of fifty-three; and 3
8282 WHEREAS, he represented the 32nd senatorial district with 4
8383 distinction for more than nine years from 2008 through 2017; and 5
8484 WHEREAS, he served as an Auditor of Public Accounts from 2017 6
8585 until the time of his passing; and 7 Senate Joint Resolution No. 32

9090 WHEREAS, he was born on April 30, 1967, in Waterbury, 8
9191 Connecticut, son of the late James J. and Deana (LoRusso) Kane Sr.; and 9
9292 WHEREAS, he was the proud father of his two children, Aidan and 10
9393 Deana Kane; and 11
9494 WHEREAS, he was a graduate of Sacred Heart High School in 12
9595 Waterbury, Central Connecticut State University and the University of 13
9696 New Haven; and 14
9797 WHEREAS, he was a successful entrepreneur who opened one of the 15
9898 first cellphone stores in Connecticut, KarTele Cellular Communications, 16
9999 in 1994; and 17
100100 WHEREAS, he was the past chairperson of the Watertown Town 18
101101 Council and served as chairperson of its Finance Subcommittee and 19
102102 founding chairperson of its Business Development Subcommittee; and 20
103103 WHEREAS, he was first elected to serve the 32nd senatorial district 21
104104 in a special election on January 15, 2008, representing the towns of 22
105105 Bethlehem, Bridgewater, Middlebury, Oxford, Roxbury, Seymour, 23
106106 Southbury, Washington, Watertown and Woodbury; and 24
107107 WHEREAS, he served for four terms as a State Senator and served as 25
108108 the ranking member of the Appropriations Committee, Human Services 26
109109 Committee and the Executive and Legislative Nominations Committee, 27
110110 and also served on the Public Health Committee; and 28
111111 WHEREAS, he was the Deputy Minority Leader Pro Tempore, 29
112112 Caucus chairman and served as Assistant Minority Leader and Minority 30
113113 Whip in the Connecticut State Senate; and 31
114114 WHEREAS, he served as chairperson of the Wolcott Street Lakewood 32
115115 Road Business Association, president of the Professional Networking 33
116116 Partners of Waterbury Connecticut, corporator of the Valley United 34
117117 Way and a member of the board of directors of the Waterbury Regional 35

123123 WHEREAS, he was a former board member of United Way, of the 37
124124 Waterbury ARC, and of the Regional Workforce Investment Board; and 38
125125 WHEREAS, he was a recipient of the Waterbury Regional Chamber 39
126126 Malcolm Baldrige Award for Volunteerism, and a recipient of the 40
127127 Waterbury Regional Chamber Harold Webster Smith Small Business 41

129129 WHEREAS, he received the 2016 Radiological Society of Connecticut 43
130130 Award for his leadership in advocating for preventive health care 44
131131 services for women and access to services by all patients; and 45
132132 WHEREAS, besides his beloved children, Aidan and Deana, he is 46
133133 survived by his siblings Maria Kane Slavin and her husband, John, 47
134134 Cheryl A. Kane and John Tarascio, James J. Kane Jr. and Diane S. Kane, 48
135135 all of Waterbury, and Christopher M. Kane of Wolcott, and several 49
136136 nieces and nephews. 50
137137 NOW, THEREFORE, BE IT RESOLVED, that the Connecticut General 51
138138 Assembly expresses its sincere sympathy and heartfelt condolences on 52
139139 the passing of one of its honorable former members, Robert J. Kane, 53
140140 whose death is a profound loss to the Office of the Auditors of Public 54
141141 Accounts, the State Senate, his family and friends, the residents of the 55
142142 ten towns of the 32nd senatorial district and the entire state of 56
143143 Connecticut; and 57
144144 BE IT FURTHER RESOLVED, that the clerks of the House of 58
145145 Representatives and the Senate cause a copy of this resolution to be sent 59
146146 to the family of Robert J. Kane, as an expression of the high esteem and 60
147147 affection in which he is held. 61
