1414 AN ACT ESTABLISHING A STATE -WIDE STROKE REGISTRY.
1515 Be it enacted by the Senate and House of Representatives in General
1616 Assembly convened:
1717 Section 1. (NEW) (Effective October 1, 2022) (a) The Department of 1
1818 Public Health shall maintain and operate a state-wide stroke registry. 2
1919 Such registry shall use the American Heart Association's stroke care 3
2020 program's data set platform and include information and data on stroke 4
2121 care in the state that align with the stroke consensus metrics developed 5
2222 and approved by the American Heart Association. 6
2323 (b) On and after January 1, 2023, each comprehensive stroke center, 7
2424 thrombectomy-capable stroke center, primary stroke center or acute 8
2525 stroke-ready hospital shall, on a quarterly basis, submit to the 9
2626 Department of Public Health data concerning stroke care that are 10
2727 necessary for including in the state-wide stroke registry, as determined 11
2828 by the Commissioner of Public Health, and that, at a minimum, align 12
2929 with the stroke consensus metrics developed and approved by the 13
3030 American Heart Association. 14
3131 (c) Each comprehensive stroke center, thrombectomy-capable stroke 15
3232 center, primary stroke center and acute stroke-ready hospital shall 16
3333 provide access to its records to the Department of Public Health, as the 17

4141 improvement audits to ensure completeness of reporting and data 19
4242 accuracy consistent with the purposes of this section. 20
4343 (d) The Department of Public Health may enter into a contract for the 21
4444 receipt, storage, holding or maintenance of the data or files under its 22
4545 control and management. 23
4646 (e) The Department of Public Health may enter into reciprocal 24
4747 reporting agreements with the appropriate agencies of other states to 25
4848 exchange stroke care data. 26
4949 (f) Not later than January 1, 2023, the Department of Public Health, in 27
5050 consultation with the State of Connecticut Stroke Advisory Council, 28
5151 shall establish a stroke registry data oversight committee. Such 29
5252 committee shall monitor the operations of the state-wide stroke registry, 30
5353 provide advice regarding the oversight of such registry, develop a plan 31
5454 to improve quality of stroke care and address disparities in the 32
5555 provision of such care and develop short and long-term goals for 33
5656 improvement of stroke care in comprehensive stroke centers, 34
5757 thrombectomy-capable stroke centers, primary stroke centers and acute 35
5858 stroke-ready hospitals. 36
5959 (g) The Commissioner of Public Health may adopt regulations, in 37
6060 accordance with the provisions of chapter 54 of the general statutes, to 38
6161 implement the provisions of this section. 39
6262 This act shall take effect as follows and shall amend the following
