14 | 14 | | AN ACT ESTABLISHING A STATE -WIDE STROKE REGISTRY. |

17 | 17 | | Section 1. (NEW) (Effective October 1, 2022) (a) The Department of 1 |
---|
18 | 18 | | Public Health shall maintain and operate a state-wide stroke registry. 2 |
---|
19 | 19 | | Such registry shall use the American Heart Association's stroke care 3 |
---|
20 | 20 | | program's data set platform and include information and data on stroke 4 |
---|
21 | 21 | | care in the state that align with the stroke consensus metrics developed 5 |
---|
22 | 22 | | and approved by the American Heart Association. 6 |
---|
23 | 23 | | (b) On and after January 1, 2023, each comprehensive stroke center, 7 |
---|
24 | 24 | | thrombectomy-capable stroke center, primary stroke center or acute 8 |
---|
25 | 25 | | stroke-ready hospital shall, on a quarterly basis, submit to the 9 |
---|
26 | 26 | | Department of Public Health data concerning stroke care that are 10 |
---|
27 | 27 | | necessary for including in the state-wide stroke registry, as determined 11 |
---|
28 | 28 | | by the Commissioner of Public Health, and that, at a minimum, align 12 |
---|
29 | 29 | | with the stroke consensus metrics developed and approved by the 13 |
---|
30 | 30 | | American Heart Association. 14 |
---|
31 | 31 | | (c) Each comprehensive stroke center, thrombectomy-capable stroke 15 |
---|
32 | 32 | | center, primary stroke center and acute stroke-ready hospital shall 16 |
---|
33 | 33 | | provide access to its records to the Department of Public Health, as the 17 |
---|

41 | 41 | | improvement audits to ensure completeness of reporting and data 19 |
---|
42 | 42 | | accuracy consistent with the purposes of this section. 20 |
---|
43 | 43 | | (d) The Department of Public Health may enter into a contract for the 21 |
---|
44 | 44 | | receipt, storage, holding or maintenance of the data or files under its 22 |
---|
45 | 45 | | control and management. 23 |
---|
46 | 46 | | (e) The Department of Public Health may enter into reciprocal 24 |
---|
47 | 47 | | reporting agreements with the appropriate agencies of other states to 25 |
---|
48 | 48 | | exchange stroke care data. 26 |
---|
49 | 49 | | (f) Not later than January 1, 2023, the Department of Public Health, in 27 |
---|
50 | 50 | | consultation with the State of Connecticut Stroke Advisory Council, 28 |
---|
51 | 51 | | shall establish a stroke registry data oversight committee. Such 29 |
---|
52 | 52 | | committee shall monitor the operations of the state-wide stroke registry, 30 |
---|
53 | 53 | | provide advice regarding the oversight of such registry, develop a plan 31 |
---|
54 | 54 | | to improve quality of stroke care and address disparities in the 32 |
---|
55 | 55 | | provision of such care and develop short and long-term goals for 33 |
---|
56 | 56 | | improvement of stroke care in comprehensive stroke centers, 34 |
---|
57 | 57 | | thrombectomy-capable stroke centers, primary stroke centers and acute 35 |
---|
58 | 58 | | stroke-ready hospitals. 36 |
---|
59 | 59 | | (g) The Commissioner of Public Health may adopt regulations, in 37 |
---|
60 | 60 | | accordance with the provisions of chapter 54 of the general statutes, to 38 |
---|
61 | 61 | | implement the provisions of this section. 39 |
---|
62 | 62 | | This act shall take effect as follows and shall amend the following |
