914 AN ACT CONCERNING THE GOVERNOR'S GUARDS, CERTAIN
1015 MILITARY DEPARTMENT MONEYS AND A MILITARY FUNERAL
1116 HONORS RIBBON.
1217 Be it enacted by the Senate and House of Representatives in General
1318 Assembly convened:

15-Section 1. Section 27-6a of the general statutes is repealed and the
16-following is substituted in lieu thereof (Effective July 1, 2022):
17-The first and second companies of the Governor's Foot Guards may
18-each consist of one major commandant, grade O-4; [one captain, grade
19-O-3; three first lieutenants, grade O-2; one second lieutenant, grade O-
20-1; one ensign with the rank of second lieutenant, grade O-1;] one
21-warrant officer, grade W-4, to be bandmaster; [, one quartermaster who
22-shall serve on the major's staff with the rank of captain, grade O-3, and
23-the following enlisted personnel: One] one sergeant major, grade E-9;
24-[two first sergeants, grade E-8; one sergeant first class, grade E-7, and
25-designated as quartermaster sergeant; four staff sergeants, grade E-6,
26-two designated as quartermaster sergeants, one as ordnance sergeant,
27-and one as company clerk; two sergeants, grade E-5, color-bearers,
28-together with twelve sergeants, grade E-5; eight corporals, grade E-4;
29-ninety-six enlisted persons, twenty-four of whom shall be privates first
30-class, grade E-3; and the balance to be privates grade E-2 or E-1. Each
31-company is authorized a band of twenty-eight musicians with the Substitute House Bill No. 5368

40-corporals, grade E-4; four privates first class, grade E-3. The commander
41-of any company of the Governor's Guards may appoint either of its
42-sergeants to be an orderly sergeant and may displace such orderly
43-sergeant and make a new appointment as occasion may require] and
44-such other personnel as is consistent with orders issued or regulations
45-prescribed under section 27-14 and with the provisions of section 27-79.
46-Sec. 2. Section 27-7 of the general statutes is repealed and the
47-following is substituted in lieu thereof (Effective July 1, 2022):
48-The first and second companies of the Governor's Horse Guards may
49-each consist of one major [, one captain, two first lieutenants, two second
50-lieutenants, one cornet with the rank of second lieutenant, one master
51-sergeant, one first sergeant, two staff sergeants, twelve sergeants, twelve
52-corporals, thirty-two privates first class and sixty-four privates]
53-commandant, grade O-4; one sergeant major, grade E-9; and such other
54-personnel as is consistent with orders issued or regulations prescribed
55-under section 27-14 and with the provisions of section 27-79.
56-Sec. 3. Section 27-8 of the general statutes is repealed and the
57-following is substituted in lieu thereof (Effective July 1, 2022):
58-The Governor's Guards [, subject to the provisions of their charters
59-and of the general statutes as to organization, training and discipline,]
60-shall be organized militia, with the immunities and privileges provided
61-by law, and [, in time of war, invasion, rebellion or riot or reasonable
62-apprehension thereof, may be ordered out by the Governor for duty]

67-Sec. 4. Section 27-19b of the general statutes is repealed and the
68-following is substituted in lieu thereof (Effective July 1, 2022):
69-There is established an account to be known as the ["Army National
70-Guard] "Military Department state morale, welfare and recreation
71-account" which shall be a separate, nonlapsing account within the
72-General Fund. The account shall contain any moneys required by law to
73-be deposited in the account, which shall include, but not be limited to,
74-proceeds of state military morale, welfare and recreation programs and
75-gifts, grants and donations from public or private sources. Moneys in
76-the account shall be expended by the Adjutant General for the purposes
77-of operating state military morale, welfare and recreation programs. Not
78-later than August 1, 2022, and annually thereafter, the Adjutant General
79-shall submit a report to the Secretary of the Office of Policy and
80-Management concerning deposits into and expenditures from the
81-account for the previous fiscal year.
82-Sec. 5. (NEW) (Effective July 1, 2022) The Adjutant General may issue
83-a military funeral honors ribbon to any member of the National Guard
84-or organized militia or other military personnel who satisfactorily
85-performs as a member of an honor guard detail pursuant to section 27-
86-76 of the general statutes.
