27 | 27 | | (a) For purposes of this section, "Project Longevity Initiative" means 4 |
---|
28 | 28 | | a comprehensive community-based initiative that is designed to reduce 5 |
---|
29 | 29 | | gun violence in the state's cities and "secretary" means the Secretary of 6 |
---|
30 | 30 | | the Office of Policy and Management. 7 |
---|
31 | 31 | | (b) Pursuant to the provisions of section 4-66a, the secretary shall (1) 8 |
---|
32 | 32 | | provide planning and management assistance to municipal officials in 9 |
---|
33 | 33 | | the city of New Haven in order to ensure the continued implementation 10 |
---|
34 | 34 | | of the Project Longevity Initiative in said city and the secretary may 11 |
---|
35 | 35 | | utilize state and federal funds as may be appropriated for such purpose; 12 |
---|
36 | 36 | | and (2) do all things necessary to apply for and accept federal funds 13 |
---|
37 | 37 | | allotted to or available to the state under any federal act or program 14 |
---|

46 | 46 | | (c) The secretary, or the secretary's designee, in consultation with the 17 |

47 | 47 | | United States Attorney for the district of Connecticut, the Chief State's 18 |

48 | 48 | | Attorney, the Commissioner of Correction, the executive director of the 19 |
---|
49 | 49 | | Court Support Services Division of the Judicial Branch, the mayors of 20 |
---|
50 | 50 | | the cities of Hartford, Bridgeport and Waterbury, and clergy members, 21 |
---|
51 | 51 | | nonprofit service providers and community leaders from the cities of 22 |
---|
52 | 52 | | Hartford, Bridgeport and Waterbury, shall implement the Project 23 |
---|
53 | 53 | | Longevity Initiative in the cities of Hartford, Bridgeport and Waterbury. 24 |
---|
54 | 54 | | (d) Pursuant to the provisions of section 4-66a, the secretary shall (1) 25 |
---|
55 | 55 | | provide planning and management assistance to municipal officials in 26 |
---|
56 | 56 | | the cities of Hartford, Bridgeport and Waterbury in order to ensure 27 |
---|
57 | 57 | | implementation of the Project Longevity Initiative in said cities and the 28 |
---|

59 | 59 | | such purpose; and (2) do all things necessary to apply for and accept 30 |

62 | 62 | | Initiative in the cities of Hartford, Bridgeport and Waterbury. 33 |

63 | 63 | | (e) The Secretary of the Office of Policy and Management may accept 34 |
---|
64 | 64 | | and receive on behalf of the office, subject to the provisions of section 35 |
---|
65 | 65 | | 4b-22, any bequest, devise or grant made to the Office of Policy and 36 |
---|
66 | 66 | | Management to further the objectives of the Project Longevity Initiative 37 |
---|
67 | 67 | | and may hold and use such property for the purpose specified, if any, 38 |
---|
68 | 68 | | in such bequest, devise or gift. 39 |
---|
69 | 69 | | [(f) The secretary, in consultation with the federal and state officials 40 |
---|
70 | 70 | | described in subsection (c) of this section, shall create a plan for 41 |
---|
71 | 71 | | implementation of the Project Longevity Initiative on a state-wide basis. 42 |
---|
72 | 72 | | Such plan shall, at a minimum, consider how to provide clients served 43 |
---|
73 | 73 | | by the Project Longevity Initiative with access to courses of instruction 44 |
---|
74 | 74 | | and apprentice programs provided by, but not limited to, a college, a 45 |
---|
75 | 75 | | university, a community college or the Technical Education and Career 46 |
---|

86 | 86 | | (f) The secretary, or any entity awarded funding to coordinate the 51 |
---|
87 | 87 | | activities of the Project Longevity Initiative implemented in Bridgeport, 52 |
---|
88 | 88 | | Hartford, New Haven or Waterbury, shall seek to maximize the 53 |
---|
89 | 89 | | educational, employment and career services that are offered to clients 54 |
---|
90 | 90 | | served by the Project Longevity Initiative. The Governor's Workforce 55 |
---|
91 | 91 | | Council, established pursuant to section 31-3h, as amended by this act, 56 |
---|
92 | 92 | | the regional workforce development board, established pursuant to 57 |
---|
93 | 93 | | section 31-3k, as amended by this act, serving the applicable city, and 58 |
---|
94 | 94 | | the Board of Regents for Higher Education, established pursuant to 59 |
---|
95 | 95 | | section 10a-1a, shall coordinate with the secretary or such entity, as 60 |
---|
96 | 96 | | appropriate, to develop strategies and ensure the delivery of 61 |
---|
97 | 97 | | educational, employment and career services to Project Longevity 62 |
---|
98 | 98 | | Initiative clients. The secretary or such entity, as appropriate, shall also 63 |
---|
99 | 99 | | consult with (1) trade unions and other entities that may be able to assist 64 |
---|
100 | 100 | | in offering employment opportunities and career pathways to Project 65 |
---|
101 | 101 | | Longevity Initiative clients, and (2) private providers and the 66 |
---|
102 | 102 | | Department of Motor Vehicles regarding the availability of commercial 67 |
---|
103 | 103 | | driver's license training for Project Longevity Initiative clients. 68 |
---|
104 | 104 | | (g) The secretary, or any entity awarded funding to coordinate the 69 |
---|
105 | 105 | | activities of the Project Longevity Initiative implemented in Bridgeport, 70 |
---|
106 | 106 | | Hartford, New Haven or Waterbury, shall supplement the programs 71 |
---|
107 | 107 | | and services of the Project Longevity Initiative by: 72 |

108 | 108 | | (1) Increasing the ability to connect clients to nonprofit and public 73 |
---|
109 | 109 | | agencies with a primary mission of vocational education and workforce 74 |
---|
110 | 110 | | development to assist clients in developing their careers; 75 |
---|
111 | 111 | | (2) Expanding the employment services provided to clients in a 76 |
---|
112 | 112 | | manner that meets the needs of clients in alignment with job 77 |
---|

323 | 323 | | industry, municipalities within the region, the region as a whole, and all 252 |

324 | 324 | | of its citizens, (D) serve as a clearinghouse for information on all 253 |

326 | 326 | | proposals and plans submitted to state agencies for employment and 255 |

327 | 327 | | training programs that directly affect the region and inform the 256 |
---|
328 | 328 | | Governor's Workforce Council and each state agency concerned of the 257 |

329 | 329 | | results of the review, (F) ensure the effective use of available 258 |
---|
330 | 330 | | employment and training resources in the region, and (G) allocate funds 259 |
