AN ACT CONCERNING THE DEPARTMENT OF PUBLIC HEALTH'S 
RECOMMENDATIONS REGARDING LEGIONELLA MITIGATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) Beginning on October 1, 2022, 1 
and on the first day of each calendar quarter thereafter, each water 2 
company, as defined in section 25-32a of the general statutes, that 3 
supplies drinking water to one thousand or more persons and a hospital 4 
licensed under chapter 368v of the general statutes or a nursing home, 5 
as defined in section 19a-490 of the general statutes, shall sample such 6 
company's water system for coliform, residual disinfectant, pH, 7 
turbidity and temperature at sites in the company's water distribution 8 
system that are representative of the water entering such hospital or 9 
nursing home. The results of such sample shall be reported to the 10 
Department of Public Health in accordance with the provisions of 11 
section 19-13-B102 of the regulations of Connecticut state agencies. 12 
Sec. 2. (NEW) (Effective October 1, 2022) A water company, as defined 13 
in section 25-32a of the general statutes, that adds chlorine or chloramine 14 
to its drinking water or purchases chlorinated drinking water, shall 15  Raised Bill No.  5482

maintain the residual disinfectant concentration in such water at a 16 
minimum of 0.1 parts per million throughout such company's water 17 
distribution system. 18 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require (1) each water company that supplies drinking water to one 
thousand or more persons and a hospital or nursing home to sample its 
water system quality, and (2) each water company that adds chlorine or 
chloramine to its drinking water or purchases chlorinated drinking 
water to maintain the residual disinfectant concentration in such water 
at a minimum of 0.1 parts per million.
