2020 AN ACT REQUIRING THE COMMISSIONER OF CHILDREN AND
2121 FAMILIES TO SUBMIT A REPORT ON CASEWORKER RETENTION
2222 AND PERMANENCY OUTCOMES.
2323 Be it enacted by the Senate and House of Representatives in General
2424 Assembly convened:

2626 Section 1. (NEW) (Effective July 1, 2022) Not later than January 1, 2023, 1
2727 and quarterly thereafter, the Commissioner of Children and Families 2
2828 shall submit a report, in accordance with the provisions of section 11-4a 3
2929 of the general statutes, to the joint standing committee of the General 4
3030 Assembly having cognizance of matters relating to children. Such report 5
3131 shall include data compiled in the previous quarter for each regional 6
3232 office of the Department of Children and Families and aggregated state-7
3333 wide data, concerning the (1) rate at which caseworkers have left 8
3434 employment with the Department of Children and Families, (2) length 9
3535 of employment with the department of each caseworker that left 10
3636 employment, (3) stated rationale for leaving employment with the 11
3737 department of each caseworker for whom that information is available, 12
3838 (4) frequency of caseworker turnover for each child in the care and 13
3939 custody of the commissioner, (5) correlation, if any, between the number 14
4040 of caseworkers employed by the department and the average length of 15 Raised Bill No. 310

4646 time between the commitment of a child to the care and custody of the 16
4747 commissioner and such child (A) obtaining a permanent placement, and 17
4848 (B) transitioning out of such care and custody due to age, and (6) 18
4949 progress made by the department in the previous quarter toward (A) 19
5050 improving caseworker retention rates, and (B) meeting any benchmarks 20
5151 set by the department concerning the permanent placement of children 21
5252 in the care and custody of the commissioner. Each report submitted 22
5353 pursuant to this section shall be published on the Internet web site of 23
5454 the department not later than one week after such submission. 24
5555 This act shall take effect as follows and shall amend the following
