1419 AN ACT CONCERNING THE PROVISION OF SUBSTANCE USE
1520 DISORDER SERVICES AND MENTAL HEALTH SERVICES TO
1621 INDIVIDUALS WHO ARE INCARCERATED.
1722 Be it enacted by the Senate and House of Representatives in General
1823 Assembly convened:

2025 Section 1. Section 18-81p of the general statutes is repealed and the 1
2126 following is substituted in lieu thereof (Effective from passage): 2
2227 The Commissioner of Correction, in consultation with the 3
23-Department of Mental Health and Addiction Services and the Judicial 4
24-Department, shall annually review, evaluate and make 5
25-recommendations concerning [substance abuse detoxification and 6
26-treatment programs for drug-dependent pretrial and sentenced inmates 7
27-of correctional facilities and] (1) substance use disorder screening, 8
28-diagnostic and treatment services that are available to individuals who 9
29-are incarcerated during the entirety of any period of incarceration; (2) 10
30-mental health screening, diagnostic and treatment services that are 11
31-available to individuals who are incarcerated during the entirety of any 12
32-period of incarceration; and (3) the reintegration of such [inmates] 13
33-individuals into the community. [The commissioner shall examine 14
34-various options for the detoxification and treatment of drug-dependent 15
35-inmates including, but not limited to, methadone maintenance 16
36-treatment and other therapies or treatments, and the reintegration of 17 Substitute Bill No. 458

29+the Office of Policy and Management and the Judicial Department, shall 5

49-methadone maintenance or other therapy or treatment for drug-24
50-dependent inmates to the General Assembly not later than February 1, 25
51-1998.] On or before January 1, 2023, and annually thereafter, the 26
52-Commissioner of Correction shall report on such review, in accordance 27
53-with the provisions of section 11-4a, to the joint standing committees of 28
54-the General Assembly having cognizance of matters relating to the 29
55-judiciary, public health and appropriations and the budgets of state 30
