1422 AN ACT CONCERNING THE PUBLIC HEALTH OF RESIDENTS OF
1523 THE STATE.
1624 Be it enacted by the Senate and House of Representatives in General
1725 Assembly convened:

19-Section 1. (Effective from passage) (a) There is established a task force 1
20-to study assisted living services agencies that provide services as a 2
21-dementia special care unit or program, as defined in section 19a-562 of 3
22-the general statutes. Such study shall include, but need not be limited 4
23-to, an examination of (1) the regulation of such agencies by the 5
24-Department of Public Health and whether additional oversight by the 6
25-department is required, (2) whether minimum staffing levels for such 7
26-agencies should be required, and (3) the maintenance of records by such 8
27-agencies of meals served to, bathing of, administration of medication to 9
28-and the overall health of each resident. 10
29-(b) The task force shall consist of the following members: 11
30-(1) Two appointed by the speaker of the House of Representatives; 12
31-(2) Two appointed by the president pro tempore of the Senate; 13
32-(3) One appointed by the majority leader of the House of 14
33-Representatives; 15
34-(4) One appointed by the majority leader of the Senate; 16 Substitute Bill No. 477
27+Section 1. Section 19a-562 of the 2022 supplement to the general 1
28+statutes is repealed and the following is substituted in lieu thereof 2
29+(Effective October 1, 2022): 3
30+(a) As used in this section and section 19a-562a, "dementia special 4
31+care unit or program" means any nursing facility, residential care home, 5
32+assisted living facility, adult congregate living facility, adult day care 6
33+center, hospice or adult foster home that locks, secures, segregates or 7
34+provides a special program or unit for residents with a diagnosis of 8
35+probable Alzheimer's disease, dementia or other similar disorder, in 9
36+order to prevent or limit access by a resident outside the designated or 10
37+separated area, or that advertises or markets the facility as providing 11
38+specialized care or services for persons suffering from Alzheimer's 12
39+disease or dementia. 13
40+(b) [On and after January 1, 2007, each] Each dementia special care 14

41-(5) One appointed by the minority leader of the House of 17
42-Representatives; 18
43-(6) One appointed by the minority leader of the Senate; and 19
44-(7) The Commissioner of Public Health, or the commissioner's 20
45-designee. 21
46-(c) Any member of the task force appointed under subdivision (1), 22
47-(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 23
48-of the General Assembly. 24
49-(d) All initial appointments to the task force shall be made not later 25
50-than thirty days after the effective date of this section. Any vacancy shall 26
51-be filled by the appointing authority. 27
52-(e) The speaker of the House of Representatives and the president pro 28
53-tempore of the Senate shall select the chairpersons of the task force from 29
54-among the members of the task force. Such chairpersons shall schedule 30
55-the first meeting of the task force, which shall be held not later than sixty 31
56-days after the effective date of this section. 32
57-(f) The administrative staff of the joint standing committee of the 33
58-General Assembly having cognizance of matters relating to public 34
59-health shall serve as administrative staff of the task force. 35
60-(g) Not later than January 1, 2023, the task force shall submit a report 36
61-on its findings and recommendations to the joint standing committee of 37
62-the General Assembly having cognizance of matters relating to public 38
63-health, in accordance with the provisions of section 11-4a of the general 39
64-statutes. The task force shall terminate on the date that it submits such 40
65-report or January 1, 2023, whichever is later. 41
66-Sec. 2. Section 19a-59i of the 2022 supplement to the general statutes 42
67-is amended by adding subsection (g) as follows (Effective from passage): 43
68-(NEW) (g) Not later than January 1, 2023, the maternal mortality 44 Substitute Bill No. 477

47+be placed in such a unit or program or to that person's legal 16
48+representative or other responsible party. Such disclosure shall be 17
49+signed by the patient or responsible party and shall explain what 18
50+additional care and treatment or specialized program will be provided 19
51+in the dementia special care unit or program that is distinct from the 20
52+care and treatment required by applicable licensing rules and 21
53+regulations, including, but not limited to: 22
54+(1) Philosophy. A written statement of the overall philosophy and 23
55+mission of the dementia special care unit or program that reflects the 24
56+needs of residents with Alzheimer's disease, dementia or other similar 25
57+disorders. 26
58+(2) Preadmission, admission and discharge. The process and criteria 27
59+for placement within or transfer or discharge from the dementia special 28
60+care unit or program. 29
61+(3) Assessment, care planning and implementation. The process used 30
62+for assessing and establishing and implementing the plan of care, 31
63+including the method by which the plan of care is modified in response 32
64+to changes in condition. 33
65+(4) Staffing patterns and training ratios. The nature and extent of staff 34
66+coverage, including staff to patient ratios and staff training and 35
67+continuing education. 36
68+(5) Physical environment. The physical environment and design 37
69+features appropriate to support the functioning of cognitively impaired 38
70+adult residents. 39
71+(6) Residents' activities. The frequency and types of resident activities 40
72+and the ratio of residents to recreation staff. 41
73+(7) Family role in care. The involvement of families and family 42
74+support programs. 43
75+(8) Program costs. The cost of care and any additional fees. 44 Raised Bill No. 477

75-review committee shall develop educational materials regarding: 45
76-(1) The health and safety of pregnant and postpartum persons with 46
77-mental health disorders, including, but not limited to, perinatal mood 47
78-and anxiety disorders, for distribution by the Department of Public 48
79-Health to each birthing hospital in the state. As used in this subdivision, 49
80-"birthing hospital" means a health care facility, as defined in section 19a-50
81-630, operated and maintained in whole or in part for the purpose of 51
82-caring for patients during the delivery of a child and for a postpartum 52
83-person and such person's newborn following birth; 53
84-(2) Evidence-based screening tools for screening patients for intimate 54
85-partner violence, peripartum mood disorders and substance use 55
86-disorder for distribution by the Department of Public Health to 56
87-obstetricians and other health care providers who practice obstetrics; 57
88-and 58
89-(3) Indicators of intimate partner violence for distribution by the 59
90-Department of Public Health to (A) hospitals for use by health care 60
91-providers in the emergency department and hospital social workers, 61
92-and (B) obstetricians and other health care providers who practice 62
93-obstetrics. 63
94-Sec. 3. (NEW) (Effective July 1, 2022) (a) As used in this section, 64
95-"birthing hospital" means a health care facility, as defined in section 19a-65
96-630 of the general statutes, operated and maintained in whole or in part 66
97-for the purpose of caring for a person during the delivery of a child and 67
98-for a postpartum person and such person's newborn following birth. 68
99-(b) On and after October 1, 2022, each birthing hospital shall provide 69
100-to each patient who has undergone a caesarean section written 70
101-information regarding the importance of mobility following a caesarean 71
102-section and the risks associated with immobility following a caesarean 72
103-section. 73
104-(c) Not later than January 1, 2023, each birthing hospital shall 74
105-establish a patient portal through which a postpartum patient can 75 Substitute Bill No. 477

81+(c) Each dementia special care unit or program shall develop a 45
82+standard disclosure form for compliance with subsection (b) of this 46
83+section and shall annually review and verify the accuracy of the 47
84+information provided by dementia special care units or programs. Each 48
85+dementia special care unit or program shall provide a written update to 49
86+the patient, legal representative or responsible party of any significant 50
87+change to the information reported pursuant to subsection (b) of this 51
88+section not later than thirty days after such change. Each dementia 52
89+special care unit or program shall make the standard disclosure form 53
90+available to the Department of Public Health for inspection upon 54
91+request. 55
92+Sec. 2. Section 19a-564 of the 2022 supplement to the general statutes 56
93+is repealed and the following is substituted in lieu thereof (Effective 57
94+October 1, 2022): 58
95+(a) The Commissioner of Public Health shall license assisted living 59
96+services agencies, as defined in section 19a-490. A managed residential 60
97+community wishing to provide assisted living services shall become 61
98+licensed as an assisted living services agency or shall arrange for 62
99+assisted living services to be provided by another entity that is licensed 63
100+as an assisted living services agency. 64
101+(b) A managed residential care community that intends to arrange for 65
102+assisted living services shall only do so with a currently licensed assisted 66
103+living services agency. Such managed residential community shall 67
104+submit an application to arrange for the assisted living services to the 68
105+Department of Public Health in a form and manner prescribed by the 69
106+commissioner. 70
107+(c) An assisted living services agency providing services as a 71
108+dementia special care unit or program, as defined in section 19a-562, as 72
109+amended by this act, shall obtain approval for such unit or program 73
110+from the Department of Public Health. Such assisted living services 74
111+agencies shall ensure that they have adequate staff to meet the needs of 75
112+the residents. The Department of Public Health shall require each 76 Raised Bill No. 477

112-virtually access, through an Internet web site or application, any 76
113-educational materials and other information that the birthing hospital 77
114-provided to the patient during the patient's stay at the birthing hospital 78
115-and at the time of the patient's discharge from the birthing hospital. 79
116-(d) On and after January 1, 2023, each birthing hospital shall provide 80
117-to each postpartum patient the educational materials regarding the 81
118-health and safety of pregnant and postpartum persons with mental 82
119-health disorders, including, but not limited to, perinatal mood and 83
120-anxiety disorders, developed by the maternal mortality review 84
121-committee pursuant to subsection (g) of section 19a-59i of the general 85
122-statutes, as amended by this act. 86
123-Sec. 4. Subsection (a) of section 10-29a of the 2022 supplement to the 87
124-general statutes is amended by adding subdivisions (104) and (105) as 88
125-follows (Effective from passage): 89
126-(NEW) (104) Maternal Mental Health Month. The Governor shall 90
127-proclaim the month of May of each year to be Maternal Mental Health 91
128-Month, to raise awareness of issues surrounding maternal mental 92
129-health. Suitable exercises may be held in the State Capitol and elsewhere 93
130-as the Governor designates for the observance of the month. 94
131-(NEW) (105) Maternal Mental Health Day. The Governor shall 95
132-proclaim May fifth of each year to be Maternal Mental Health Day, to 96
133-raise awareness of issues surrounding maternal mental health. Suitable 97
134-exercises may be held in the State Capitol and elsewhere as the 98
135-Governor designates for the observance of the day. 99
136-Sec. 5. (NEW) (Effective from passage) (a) There is established a 100
137-Commission on Gun Violence Intervention and Prevention to 101
138-coordinate the funding and implementation of evidence-based, 102
139-evidenced-informed, community-centric gun programs and strategies 103
140-to reduce community gun violence in the state. The commission shall be 104
141-part of the Legislative Department. 105
142-(b) The commission shall be composed of the following members: 106 Substitute Bill No. 477

118+assisted living facility that provides services as a dementia special care 77
119+unit or program to employ a minimum number of staff per shift that 78
120+provide direct patient care to residents of or participants in the dementia 79
121+special care unit or program, including, but not limited to, advanced 80
122+practice registered nurses, registered nurses, licensed practical nurses 81
123+and nurse's aides. Such minimum staffing requirements shall be 82
124+prescribed by the department in regulations adopted pursuant to this 83
125+section, and take effect upon adoption of such regulations. Each assisted 84
126+living services agency that provides services as a dementia special care 85
127+unit or program, as defined in section 19a-562, as amended by this act, 86
128+shall submit to the Department of Public Health a list of dementia 87
129+special care units or locations and their staffing plans for any such units 88
130+and locations when completing an initial or a renewal licensure 89
131+application, or upon request from the department. Such staffing plans 90
132+shall comply with the minimum staffing requirements in regulations 91
133+prescribed by the department pursuant to this section. 92
134+(d) Each assisted living services agency that provides services as a 93
135+dementia special care unit or program shall post the following 94
136+information on a daily basis at the beginning of each shift, in a legible 95
137+format and in a conspicuous place readily accessible to and clearly 96
138+visible to residents, employees and visitors of the dementia special care 97
139+unit or location of the dementia special care program, including, but not 98
140+limited to, persons in a wheelchair: 99
141+(1) Name of the assisted living services agency and location of the 100
142+dementia special care unit or program; 101
143+(2) Date; 102
144+(3) Total number of (A) advanced practice registered nurses, (B) 103
145+registered nurses, (C) licensed practical nurses, and (D) nurse's aides 104
146+who will be responsible for direct patient care during the shift; 105
147+(4) Total number of hours such (A) advanced practice registered 106
148+nurses, (B) registered nurses, (C) licensed practical nurses, and (D) 107
149+nurse's aides are scheduled to work during the shift; 108 Raised Bill No. 477

165-Representatives, one of whom shall be a representative of Yale New 123
166-Haven Hospital and one of whom shall be a representative of the 124
167-Greater Bridgeport Adolescence Program; 125
168-(6) Two appointed by the minority leader of the Senate, one of whom 126
169-shall be a representative of Hartford Hospital and one of whom shall be 127
170-a youth representative of the Connecticut Justice Alliance; 128
171-(7) Two appointed by the House chairperson of the joint standing 129
172-committee of the General Assembly having cognizance of matters 130
173-relating to public health, one of whom shall be a representative of the 131
174-Greater Bridgeport Area Prevention Program and one of whom shall be 132
175-a parent member of the Two Generation Initiative; 133
176-(8) Two appointed by the Senate chairperson of the joint standing 134
177-committee of the General Assembly having cognizance of matters 135
178-relating to public health, one of whom shall be a representative of 136 Substitute Bill No. 477

155+(5) Total number of dementia special care unit residents or dementia 109
156+special care program participants; 110
157+(6) The minimum number of nursing home facility staff per shift that 111
158+is required by the regulations of Connecticut state agencies to be 112
159+responsible for providing direct patient care to residents of the dementia 113
160+special care unit or participants in the dementia special care program; 114
161+and 115
162+(7) The telephone number or Internet web site that a resident, 116
163+employee or visitor of the dementia special care unit or location of the 117
164+dementia special care program may use to report a suspected violation 118
165+by the assisted living services agency of a regulatory requirement 119
166+concerning staffing levels and direct patient or program participant 120
167+care. 121
168+(e) Each assisted living services agency providing services as a 122
169+dementia special care unit or program shall, upon oral or written 123
170+request, make the daily information posted pursuant to subsection (d) 124
171+of this section available to the public for review. The assisted living 125
172+services agency shall retain such information for not less than eighteen 126
173+months from the date such information was posted. 127
174+[(d)] (f) An assisted living services agency shall ensure that (1) all 128
175+services being provided on an individual basis to [clients] residents are 129
176+fully understood and agreed upon between either the [client] resident 130
177+or the [client's] resident's legal representative or responsible party, and 131
178+(2) the [client or the client's] resident or the resident's legal 132
179+representative or responsible party are made aware of the cost of any 133
180+such services. 134
181+(g) Each assisted living services agency providing services as a 135
182+dementia special care unit or program shall maintain a daily record of 136
183+the following regarding each resident of the unit or participant in the 137
184+program and make such record available to the Department of Public 138

185-Mothers United Against Violence and one of whom shall be a 137
186-representative of Violent Crime Survivors; 138
187-(9) One appointed by the executive director of the Commission on 139
188-Women, Children, Seniors, Equity and Opportunity, who shall be a 140
189-representative of the Health Alliance for Violence Intervention; 141
190-(10) Two appointed by the Commissioner of Public Health, who shall 142
191-be representatives of the Department of Public Health's Injury and 143
192-Violence Surveillance Unit; 144
193-(11) The Commissioner of Education, or the commissioner's designee; 145
194-and 146
195-(12) The executive director of the Commission on Women, Children, 147
196-Seniors, Equity and Opportunity, or the executive director's designee. 148
197-(c) Any member of the commission appointed under subdivision (1), 149
198-(2), (3), (4), (5), (6), (7) or (8) of subsection (b) of this section may be a 150
199-member of the General Assembly. All initial appointments to the 151
200-commission shall be made not later than sixty days after the effective 152
201-date of this section. Appointed members shall serve a term that is 153
202-coterminous with the appointing official and may serve more than one 154
203-term. 155
204-(d) The executive director of the Commission on Women, Children, 156
205-Seniors, Equity and Opportunity, or the executive director's designee, 157
206-shall schedule the first meeting of the commission, which shall be held 158
207-not later than sixty days after the effective date of this section. At such 159
208-meeting, the chairperson of the commission shall be elected from among 160
209-the members of the commission. 161
210-(e) If an appointment under subsection (b) of this section is not made 162
211-within the sixty-day period required under subsection (c) of this section, 163
212-the chairperson may designate an individual with the required 164
213-qualifications stated for the applicable appointment to serve on the 165
214-commission until an appointment is made pursuant to subsection (b) of 166 Substitute Bill No. 477

191+(1) Type and number of meals served and the times each meal was 140
192+offered to the resident. The assisted living services agency shall ensure 141
193+that the maximum time span between a resident's or participant's 142
194+evening meal and breakfast does not exceed sixteen hours unless a 143
195+substantial bedtime nourishment is verbally offered by the assisted 144
196+living services agency, provided the assisted living services agency shall 145
197+not be required to serve such nourishment to patients or participants 146
198+who decline such nourishment; 147
199+(2) The time a resident or participant bathed or was offered a bath or 148
200+was bathed by a staff member of the assisted living services agency; 149
201+(3) The medications taken by the patient or participant and times such 150
202+medications were taken; and 151
203+(4) A description of the overall health of the patient or participant. 152
204+[(e)] (h) The Department of Public Health [may] shall adopt 153
205+regulations, in accordance with the provisions of chapter 54, to carry out 154
206+the purposes of this section. 155
207+Sec. 3. Section 19a-563f of the 2022 supplement to the general statutes 156
208+is repealed and the following is substituted in lieu thereof (Effective July 157
209+1, 2022): 158
210+On or before January 1, 2022, the administrative head of each nursing 159
211+home and dementia special care unit and, on or before January 1, 2023, 160
212+the administrative head of each assisted living facility shall encourage 161
213+the establishment of a family council and assist in any such 162
214+establishment. The family council shall facilitate and support open 163
215+communication between the nursing home, [or] dementia special care 164
216+unit or assisted living facility and each resident's family members and 165
217+friends. As used in this section, "family council" means an independent, 166
218+self-determining group of the family members and friends of the 167
219+residents of a nursing home, [or] dementia special care unit or assisted 168
220+living facility that is geared to meeting the needs and interests of the 169

222-(f) A majority of the membership of the commission shall constitute 168
223-a quorum for the transaction of any business and any decision shall be 169
224-by a majority vote of those present at a meeting, except the commission 170
225-may establish such subcommissions, advisory groups or other entities 171
226-as it deems necessary to further the purposes of the commission. The 172
227-commission shall adopt rules of procedure. 173
228-(g) The members of the commission shall serve without 174
229-compensation, but shall, within the limits of available funds, be 175
230-reimbursed for expenses necessarily incurred in the performance of 176
231-their duties. 177
232-(h) The commission, by majority vote, shall hire an executive director, 178
233-who shall serve at the pleasure of the commission to carry out the duties 179
234-and serve as administrative staff of the commission. The commission 180
235-may request the assistance of the Joint Commission on Legislative 181
236-Management in hiring the executive director. The executive director 182
237-may hire not more than two executive assistants to assist in carrying out 183
238-the duties and serving as administrative staff of the commission. The 184
239-administrative staff of the Commission on Women, Children, Seniors, 185
240-Equity and Opportunity shall serve as administrative staff of the 186
241-commission until such time as such executive director is hired. 187
242-(i) The commission shall have the following powers and duties: (1) 188
243-Coordinate the funding and implementation of evidence-based, 189
244-evidenced-informed, community-centric programs and strategies to 190
245-reduce community gun violence in the state; (2) secure state, federal and 191
246-other funds for the purposes of reducing community gun violence; (3) 192
247-determine community-level needs by engaging with communities 193
248-impacted by gun violence; (4) (A) establish and implement a grant 194
249-program, and (B) award grants and offer guidance to organizations or 195
250-other entities working toward reducing community gun violence in the 196
251-state; (5) obtain from any legislative or executive department, board, 197
252-commission or other agency of the state or any organization or other 198 Substitute Bill No. 477

265+establish a patient portal through which a postpartum patient can 204
266+virtually access, through an Internet web site or application, any 205
267+educational materials and other information that the birthing hospital 206
268+provided to the patient during the patient's stay at the birthing hospital 207
269+and at the time of the patient's discharge from the birthing hospital. 208
270+(d) On and after January 1, 2023, each birthing hospital shall provide 209
271+to each postpartum patient the educational materials regarding the 210
272+health and safety of pregnant and postpartum persons with mental 211
273+health disorders, including, but not limited to, perinatal mood and 212
274+anxiety disorders, developed by the maternal mortality review 213
275+committee pursuant to subsection (g) of section 19a-51i, as amended by 214
276+this act. 215
277+Sec. 6. Subsection (a) of section 10-29a of the 2022 supplement to the 216
278+general statutes is amended by adding subdivisions (104) and (105) as 217
279+follows (Effective from passage): 218
280+(NEW) (104) Maternal Mental Health Month. The Governor shall 219
281+proclaim the month of May of each year to be Maternal Mental Health 220
282+Month, to raise awareness of issues surrounding maternal mental 221
283+health. Suitable exercises may be held in the State Capitol and elsewhere 222
284+as the Governor designates for the observance of the month. 223

304+Association and one of whom shall be a representative of Compass 238
305+Youth Collaborative; 239
306+(2) Two appointed by the president pro tempore of the Senate, one of 240
307+whom shall be a representative of the Connecticut Violence Intervention 241
308+Program and one of whom shall be a representative of Regional Youth 242
309+Adult Social Action Partnership; 243
310+(3) Two appointed by the majority leader of the House of 244
311+Representatives, one of whom shall be a representative of Hartford 245
312+Communities That Care, Inc. and one of whom shall be a representative 246
313+of CT Against Gun Violence; 247
314+(4) Two appointed by the majority leader of the Senate, one of whom 248
315+shall be a representative of Project Longevity and one of whom shall be 249
316+a representative of Saint Francis Hospital and Medical Center; 250
317+(5) Two appointed by the minority leader of the House of 251
318+Representatives, one of whom shall be a representative of Yale New 252
319+Haven Hospital and one of whom shall be a representative of Greater 253
320+Bridgeport Adolescence Program; 254
321+(6) Two appointed by the minority leader of the Senate, one of whom 255
322+shall be a representative of Hartford Hospital and one of whom shall be 256
323+a youth representative of the Connecticut Justice Alliance; 257
324+(7) Two appointed by the House chairperson of the joint standing 258
325+committee of the General Assembly having cognizance of matters 259
326+relating to public health, one of whom shall be a representative of the 260
327+Greater Bridgeport Area Prevention Program and one of whom shall be 261

339+(9) One appointed by the executive director of the Commission on 268
340+Women, Children, Seniors, Equity and Opportunity, who shall be a 269
341+representative of the Health Alliance for Violence Intervention; 270
342+(10) Two appointed by the Commissioner of Public Health, who shall 271
343+be representatives of the Department of Public Health's Injury and 272
344+Violence Surveillance Unit; 273
345+(11) The Commissioner of Education, or the commissioner's designee; 274
346+and 275
347+(12) The executive director of the Commission on Women, Children, 276
348+Seniors, Equity and Opportunity, or the executive director's designee. 277
349+(c) Any member of the commission appointed under subdivision (1), 278
350+(2), (3), (4), (5), (6), (7) or (8) of subsection (b) of this section may be a 279
351+member of the General Assembly. All initial appointments to the 280
352+commission shall be made not later than sixty days after the effective 281
353+date of this section. Appointed members shall serve a term that is 282
354+coterminous with the appointing official and may serve more than one 283
355+term. 284
356+(d) The executive director of the Commission on Women, Children, 285
357+Seniors, Equity and Opportunity shall schedule the first meeting of the 286
358+commission, which shall be held not later than sixty days after the 287
359+effective date of this section. At such meeting, the chairperson of the 288
360+commission shall be elected from among the members of the 289
361+commission. 290
362+(e) If an appointment under subsection (b) of this section is not made 291
363+within the sixty-day period required under subsection (c) of this section, 292 Raised Bill No. 477

369+the chairperson may designate an individual with the required 293
370+qualifications stated for the applicable appointment to serve on the 294
371+commission until an appointment is made pursuant to subsection (b) of 295

373+(f) A majority of the membership of the commission shall constitute 297
374+a quorum for the transaction of any business and any decision shall be 298
375+by a majority vote of those present at a meeting, except the commission 299
376+may establish such subcommissions, advisory groups or other entities 300
377+as it deems necessary to further the purposes of the commission. The 301
378+commission shall adopt rules of procedure. 302
379+(g) The members of the commission shall serve without 303
380+compensation, but shall, within the limits of available funds, be 304
381+reimbursed for expenses necessarily incurred in the performance of 305
382+their duties. 306
383+(h) The commission, by majority vote, shall hire an executive director, 307
384+who shall serve at the pleasure of the commission to carry out the duties 308
385+and serve as administrative staff of the commission. The commission 309
386+may request the assistance of the Joint Commission on Legislative 310
387+Management in hiring the executive director. The executive director 311
388+may hire not more than two executive assistants to assist in carrying out 312
389+the duties and serving as administrative staff of the commission. The 313
390+administrative staff of the Commission on Women, Children, Seniors, 314
391+Equity and Opportunity shall serve as administrative staff of the 315
392+commission until such time as such executive director is hired. 316
393+(i) The commission shall have the following powers and duties: (1) 317
394+Coordinate the funding and implementation of evidence-based, 318
395+evidenced-informed, community-centric programs and strategies to 319
396+reduce community gun violence in the state; (2) secure state, federal and 320
397+other funds for the purposes of reducing community gun violence; (3) 321
398+determine community-level needs by engaging with communities 322
399+impacted by gun violence; (4) (A) establish and implement a grant 323
400+program, and (B) award grants and offer guidance to organizations or 324 Raised Bill No. 477

406+other entities working toward reducing community gun violence in the 325
407+state; (5) obtain from any legislative or executive department, board, 326
408+commission or other agency of the state or any organization or other 327

411+purpose of performing the duties described in this subsection; (7) 330
412+establish bylaws to govern its procedures; and (8) perform such other 331
413+acts as may be necessary and appropriate to carry out the duties 332
414+described in this subsection. 333
