2322 AMENDMENT TO RECOGNIZE A RIGHT OF PERSONAL
2423 REPRODUCTIVE AUTONOMY AND FREEDOM.

2726 Section 1. That the following be proposed as an amendment to the 1
2827 Constitution of the State, which, when approved and adopted in the 2
2928 manner provided by the Constitution, shall, to all intents and purposes, 3
3029 become a part thereof: 4
3130 Article first of the Constitution is amended by adding section 21 as 5
3231 follows: 6
3332 Sec. 21. No law shall be enacted to deny or infringe the right of 7
3433 personal reproductive autonomy and freedom, fundamental to the 8
3534 liberty and dignity of self-determination, unless such law is justified by 9
3635 a compelling state interest and achieves such interest by the least 10
3736 restrictive means. 11
