29 | 29 | gardens and xeriscaping without being subject to homeowners' 3 | |
30 | 30 | association or other local regulations that may impact the effectiveness 4 | |

33 | 33 | To encourage low-impact landscaping that benefits the environment | |
34 | 34 | while protecting homeowners from rules or regulations that may affect | |
35 | 35 | the use and effectiveness of such practices. |
