AN ACT CONCERNING CIGARETTES, TOBACCO PRODUCTS, 
ELECTRONIC NICOTINE DELIVERY SYSTEMS AND VAPOR 
PRODUCTS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 4-28e of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 1, 2 
2023): 3 
(c) Commencing with the fiscal year ending June 30, [2023] 2024, 4 
annual disbursements from the Tobacco Settlement Fund shall be made 5 
as follows: (1) To the Tobacco and Health Trust Fund in an amount equal 6 
to [twelve million] twenty-two million seven hundred thousand dollars; 7 
and (2) the remainder to the General Fund. 8 
Sec. 2. (Effective from passage) (a) The Commissioner of Mental Health 9 
and Addiction Services, in collaboration with the Commissioners of 10 
Consumer Protection, Revenue Services and Public Health, shall 11 
convene a working group to evaluate the various licensure fees, 12 
penalties and taxes related to the distribution and sale of cigarettes, 13 
tobacco products, electronic nicotine delivery systems and vapor 14 
products in the state and advise the Departments of Mental Health and 15 
Addiction Services, Consumer Protection, Revenue Services and Public 16 
Health of any recommendations for increasing such fees, penalties and 17  Substitute Bill No. 6488

taxes to discourage the use of such products and systems. Said 18 
commissioners shall select the members of the working group, who 19 
shall include, but need not be limited to, representatives of at least two 20 
organizations that administer tobacco use cessation programs in the 21 
state. 22 
(b) Not later than January 1, 2024, the Commissioners of Mental 23 
Health and Addiction Services, Consumer Protection, Revenue Services 24 
and Public Health shall jointly report, in accordance with the provisions 25 
of section 11-4a of the general statutes, to the joint standing committees 26 
of the General Assembly having cognizance of matters relating to public 27 
health and finance, revenue and bonding on the recommendations of 28 
the working group. 29 
This act shall take effect as follows and shall amend the following 
sections:
