Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) For the purposes of this section, 1 "metropolitan planning organization" has the same meaning as 2 provided in 23 USC 134, as amended from time to time. The 3 Connecticut Advisory Commission on Intergovernmental Relations, 4 established pursuant to section 2-79a of the general statutes, in 5 consultation with the Department of Transportation, shall study and 6 make recommendations regarding the consolidation of metropolitan 7 planning organizations to achieve a greater level of consistency and 8 efficiency in transportation planning. Not later than January 1, 2024, 9 the commission shall submit the results of such study and its 10 recommendations to the Governor and the joint standing committee of 11 the General Assembly having cognizance of matters relating to 12 transportation, in accordance with the provisions of section 11-4a of 13 the general statutes. The results of such study shall, at a minimum, (1) 14 recommend a minimum population to be represented by a 15 Bill No. 6670 LCO 3638 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06670-R01-HB.docx } 2 of 2 metropolitan planning organization, (2) recommend metropolitan 16 planning organizations that can be consolidated or reconfigured to 17 represent a larger population, (3) identify the potential consistencies, 18 efficiencies and benefits to the state and municipalities as a result of 19 consolidating metropolitan planning organizations, (4) identify any 20 barriers that the state or municipalities may encounter while planning, 21 and during, the consolidation of metropolitan planning organizations, 22 (5) identify any state resources that can assist municipalities to 23 overcome any such barrier, (6) include transition planning to address 24 the staffing and funding needs of metropolitan planning organizations 25 that are consolidated or reconfigured, and (7) identify any conclusions 26 that can be drawn from the configuration of metropolitan planning 27 organizations in other states. 28 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section TRA Joint Favorable
