AN ACT CONCERNING CONCRETE MIXTURES INTENDED FOR USE 
IN RESIDENTIAL BUILDING FOUNDATIONS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) Not later than July 1, 2024, 1 
the Commissioner of Consumer Protection shall adopt regulations, in 2 
accordance with chapter 54 of the general statutes, to require any 3 
person or entity selling or offering for sale a concrete mixture intended 4 
for use in the foundation of a residential building to (1) provide to the 5 
person or entity purchasing such concrete mixture (A) a description of 6 
such concrete mixture, (B) the strength class of such concrete mixture, 7 
(C) an identification number for such concrete mixture, (D) a 8 
description of the source and type of aggregate used in such concrete 9 
mixture, (E) a description of the content, type and source of the cement 10 
used in such concrete mixture, (F) documentation confirming that the 11 
aggregate used in such concrete mixture was tested in accordance with 12 
section 22a-349d of the general statutes, and is fit for sale, (G) 13 
information concerning the appropriate uses of such concrete mixture, 14 
(H) the water-to-cement ratio of such concrete mixture, (I) the results 15 
of a slump test performed on such concrete mixture, (J) the fine 16 
aggregate and coarse aggregate content of such concrete mixture, (K) 17 
the name of the producer of the admixtures used in such concrete 18 
mixture and any safety data sheets concerning such admixtures 19 
provided by such producer, (L) the air content measurement of such 20  Substitute Bill No. 6798

concrete mixture, and (M) the date or dates of extraction of the 21 
aggregate used in such concrete mixture and the date or dates that 22 
such concrete mixture was fabricated; and (2) maintain and make such 23 
documentation available for inspection by the Department of 24 
Consumer Protection upon request of the department. The 25 
commissioner shall adopt regulations to define the terms "strength 26 
class", "identification number", "slump test", "safety data sheets" and 27 
"air content measurement" for the purposes of this section. 28 
This act shall take effect as follows and shall amend the following 
sections:

In the last sentence, "Regulations adopted pursuant to this section 
shall" was changed to "The commissioner shall adopt regulations to" 
for clarity.
