32	32	RESOLUTION CONCERNING THE JOINT RULES FOR THE
33	33	SEPTEMBER SPECIAL SESSION, 2023.
34	34	Resolved by this Assembly:

36	36	That the joint rules of this Special Session shall be the same as the joint 1
37	37	rules in force at the 2023 regular session, except as said rules are 2
38	38	amended, altered or repealed in this resolution. 3

40	40	3. There shall be one joint standing committee: A committee on 5
41	41	judiciary, which shall consist of the same members, and have the same 6
42	42	chairpersons, and the same cognizance of judicial nominations, as the 7
43	43	committee had under the joint rules in force at the 2023 regular session. 8

53	53	7. (a) Only bills and resolutions, including those concerning the 13
54	54	appointment of judges as specified in the Proclamation by the Governor, 14
55	55	dated September 15, 2023, convening the General Assembly in Special 15
56	56	Session no earlier than September 19, 2023, at 10:00 a.m., shall be 16
57	57	received. 17
58	58	(b) The Legislative Commissioners' Office shall prepare all bills and 18
59	59	resolutions. When a bill or resolution has been prepared by the 19
60	60	Legislative Commissioners' Office and signed by the Speaker and 20
61	61	President Pro Tempore, the bill or resolution shall immediately be given 21
62	62	to the clerk of the Senate or the House as designated. Before or at the 22
63	63	time the bill or resolution is given to the clerk, the Legislative 23
64	64	Commissioners' Office shall provide to the Office of Fiscal Analysis 24
65	65	copies of each bill or resolution to prepare a fiscal note if required by 25
66	66	Rule 15. 26
67	67	(c) Each bill and resolution shall be printed, without interlineation or 27
68	68	erasure. The duplicate copies of each bill or resolution shall be made on 28
69	69	yellow-colored and blue-colored paper, respectively, of the same size 29
70	70	and format as the original. 30
71	71	(d) Each bill and resolution shall be transmitted, in triplicate, by the 31
72	72	Legislative Commissioners' Office to the clerks of the House or Senate. 32
73	73	(e) The clerks shall number each bill and resolution. 33
74	74	(f) The clerks shall certify and keep on file a duplicate copy of each 34
75	75	bill and resolution. The certified duplicate copy shall remain at all times 35
76	76	in the clerk's office. If the original cannot be located, a copy of such 36
77	77	certified duplicate copy shall be made by the clerk and used in lieu of 37
78	78	the original. 38
79	79	(g) The clerks shall make a notation on the certified duplicate copy of 39

86	86	(h) Any member of the General Assembly may co-sponsor a bill or 41
87	87	resolution by making a request in writing after it has been filed, to the 42
88	88	clerk of the chamber in which the bill or resolution has been filed to add 43
89	89	his or her name as a co-sponsor of the bill or resolution, but not later 44
90	90	than the date of the signing of the bill, or the deadline for the signing of 45
91	91	the bill, by the Governor, whichever is earlier, or the adoption of the 46
92	92	resolution. 47
93	93	(i) After introduction no bill or resolution shall be altered except by 48
94	94	the legislative commissioners. 49

120	120	subsection (c) of Rule 5 and subsection (c) of Rule 6, respectively. The 70
121	121	committee's report shall be submitted forthwith to the clerks of the 71
122	122	House and Senate. 72
