1212 AN ACT ESTABLISHING A MAXIMUM CHARGE FOR CERTAIN
1313 OCCUPATIONAL LICENSES, CERTIFICATIONS, PERMITS AND
1414 REGISTRATIONS.

1818 Section 1. Subsection (a) of section 20-281c of the general statutes is 1
1919 repealed and the following is substituted in lieu thereof (Effective July 1, 2
2020 2023): 3
2121 (a) The board shall grant the certificate of "certified public 4
2222 accountant" to any person who meets the good character, education, 5
2323 experience and examination requirements of subsections (b) to (d), 6
2424 inclusive, of this section and upon the payment of a fee of [one hundred 7
2525 fifty] one hundred dollars. 8
2626 Sec. 2. Subsection (g) of section 20-281d of the general statutes is 9
2727 repealed and the following is substituted in lieu thereof (Effective July 1, 10
2828 2023): 11
2929 (g) The board shall charge a fee of [one hundred fifty] one hundred 12
3030 dollars for the initial issuance and the professional services fee for [class 13
3131 I] class B, as defined in section 33-182l, for each annual renewal of such 14

4242 (a) Each licensed architect shall renew his or her license annually. 19
4343 Pursuant to section 20-289, a licensee shall pay to the department the 20
4444 professional services fee for [class F] class B, as defined in section 33-21
4545 182l and shall submit proof of, or attest to, completion of continuing 22
4646 education requirements. 23
4747 Sec. 4. Section 20-305 of the general statutes is repealed and the 24
4848 following is substituted in lieu thereof (Effective July 1, 2023): 25
4949 Applications for licensure under this chapter shall be on forms 26
5050 prescribed and furnished by the Department of Consumer Protection. 27
5151 The nonrefundable application fee for a professional engineer license 28
5252 shall be eighty dollars. The nonrefundable application fee for an 29
5353 engineer-in-training license shall be seventy-six dollars, which shall 30
5454 accompany the application and which shall include the cost of the 31
5555 issuance of a license. The nonrefundable application fee for a land 32
5656 surveyor license shall be eighty dollars. The nonrefundable application 33
5757 fee for a surveyor-in-training license shall be sixty-four dollars, which 34
5858 shall accompany the application and which shall include the cost of the 35
5959 issuance of a license. The initial license fee for a professional engineer 36
6060 license or a land surveyor license shall be [two hundred twenty] one 37
6161 hundred dollars. The application fee for a combined license as 38
6262 professional engineer and land surveyor shall be eighty dollars. The 39
6363 initial license fee for such combined license shall be [two hundred 40
6464 twenty] one hundred dollars. 41
6565 Sec. 5. Subsection (a) of section 20-306 of the general statutes is 42
6666 repealed and the following is substituted in lieu thereof (Effective July 1, 43
6767 2023): 44
6868 (a) (1) The Department of Consumer Protection shall notify each 45
6969 person licensed under this chapter of the date of the expiration of such 46

7777 Such license renewals shall be accompanied by the payment of the 48
7878 professional services fee for [class G] class B, as defined in section 33-49
7979 182l, in the case of a professional engineer license, a professional 50
8080 engineer and land surveyor combined license, or a land surveyor 51
8181 license. The license shall be considered lapsed if not renewed on or 52
8282 before the expiration date. 53
8383 (2) Annual renewal of an engineer-in-training license or a surveyor-54
8484 in-training license shall not be required. Any such license shall remain 55
8585 valid for a period of ten years from the date of its original issuance and, 56
8686 during this time, it shall meet in part the requirements for licensure as a 57
8787 professional engineer or land surveyor. It shall not be the duty of the 58
8888 department to notify the holder of an engineer-in-training license or a 59
8989 surveyor-in-training license of the date of expiration of such license 60
9090 other than to publish it annually in the roster. 61
9191 (3) Renewal of any license under this chapter or payment of renewal 62
9292 fees shall not be required of any licensee serving in the armed forces of 63
9393 the United States until the next renewal period immediately following 64
9494 the termination of such service or the renewal period following the fifth 65
9595 year after such licensee's entry into such service, whichever occurs first. 66
9696 The status of such licensees shall be indicated in the annual roster of 67
9797 professional engineers and land surveyors. 68
9898 Sec. 6. Subsection (a) of section 20-308 of the general statutes is 69
9999 repealed and the following is substituted in lieu thereof (Effective July 1, 70
100100 2023): 71
101101 (a) The board may, upon application and the payment of a fee of [one 72
102102 hundred ninety] one hundred dollars to the Department of Consumer 73
103103 Protection, authorize the department to issue a license as a professional 74
104104 engineer, or a combined license as a professional engineer and land 75
105105 surveyor or, upon application and the payment of a fee of [one hundred 76
106106 ninety] one hundred dollars, to issue a license as a land surveyor to any 77
107107 person who holds a certificate of qualification, licensure or registration 78

115115 possession of the United States, or any country, or the National Bureau 80
116116 of Engineering Registration, provided the requirements for the licensure 81
117117 or registration of professional engineers or land surveyors under which 82
118118 such license, certificate of qualification or registration was issued shall 83
119119 not conflict with the provisions of this chapter and shall be of a standard 84
120120 not lower than that specified in section 20-302. Upon request of any such 85
121121 applicant the board may, if it determines that the application is in 86
122122 apparent good order, authorize the department to grant to such 87
123123 applicant permission in writing to practice engineering or land 88
124124 surveying or both for a specified period of time while such application 89
125125 is pending. The board may waive the first part of the examination 90
126126 specified in subdivision (1) of section 20-302 in the case of an applicant 91
127127 for licensure as a professional engineer who holds a certificate as an 92
128128 engineer-in-training issued to him by the proper authority of any state, 93
129129 territory or possession of the United States, provided the requirements 94
130130 under which the certificate was issued do not conflict with the 95
131131 provisions of this chapter and are of a standard at least equal to that 96
132132 specified in said subdivision (1). The board may waive that part of the 97
133133 examination specified in subdivision (3) of section 20-302 relating to the 98
134134 fundamentals of land surveying, in the case of an applicant for licensure 99
135135 as a land surveyor who holds a certificate as a surveyor-in-training 100
136136 issued to him by the proper authority of any state, territory or 101
137137 possession of the United States, provided the requirements under which 102
138138 the certificate was issued do not conflict with the provisions of this 103
139139 chapter and are of a standard at least equal to that specified in said 104
140140 subdivision (3). 105
141141 Sec. 7. Subsection (f) of section 20-314 of the general statutes is 106
142142 repealed and the following is substituted in lieu thereof (Effective July 1, 107
143143 2023): 108
144144 (f) All licenses issued under the provisions of this chapter shall expire 109
145145 annually. At the time of application for a real estate broker's license, 110
146146 there shall be paid to the commission, for each individual applicant and 111

154154 association or corporation, the sum of [five hundred sixty-five] one 113
155155 hundred dollars, and for the annual renewal thereof, the sum of [three 114
156156 hundred seventy-five] one hundred dollars, except that for licenses 115
157157 expiring on March 31, 2022, a prorated renewal fee shall be charged to 116
158158 reflect the fact that the March 2022, renewal shall expire on November 117
159159 30, 2023. At the time of application for a real estate salesperson's license, 118
160160 there shall be paid to the commission [two hundred eighty-five] one 119
161161 hundred dollars and for the annual renewal thereof the sum of [two 120
162162 hundred eighty-five] one hundred dollars. Three dollars of each such 121
163163 annual renewal fee shall be payable to the Real Estate Guaranty Fund 122
164164 established pursuant to section 20-324a. A real estate broker's license 123
165165 issued to any partnership, association or corporation shall entitle the 124
166166 individual designated in the application, as provided in section 20-312, 125
167167 upon compliance with the terms of this chapter, but without the 126
168168 payment of any further fee, to perform all of the acts of a real estate 127
169169 broker under this chapter on behalf of such partnership, association or 128
170170 corporation. Any license which expires and is not renewed pursuant to 129
171171 this subsection may be reinstated by the commission, if, not later than 130
172172 two years after the date of expiration, the former licensee pays to the 131
173173 commission for each real estate broker's license the sum of [three 132
174174 hundred seventy-five] one hundred dollars and for each real estate 133
175175 salesperson's license the sum of [two hundred eighty-five] one hundred 134
176176 dollars for each year or fraction thereof from the date of expiration of 135
177177 the previous license to the date of payment for reinstatement, except 136
178178 that any licensee whose license expired after such licensee entered 137
179179 military service shall be reinstated without payment of any fee if an 138
180180 application for reinstatement is filed with the commission within two 139
181181 years after the date of expiration. Any such reinstated broker's license 140
182182 shall expire on the next succeeding November thirtieth, except that any 141
183183 broker's license that is reinstated before March 31, 2022, shall expire on 142
184184 March 31, 2022. Any such reinstated real estate salesperson's license 143
185185 shall expire on the next succeeding May thirty-first. 144
186186 Sec. 8. Subsection (a) of section 20-333 of the general statutes is 145

195195 (a) To obtain a license under this chapter, an applicant shall have 148
196196 attained such applicant's eighteenth birthday and shall furnish such 149
197197 evidence of competency as the appropriate board or the Commissioner 150
198198 of Consumer Protection shall require. A recommendation for review 151
199199 issued pursuant to section 31-22u shall be sufficient to demonstrate such 152
200200 competency. The applicant shall satisfy such board or the commissioner 153
201201 that such applicant possesses a diploma or other evidence of graduation 154
202202 from the eighth grade of grammar school, or possesses an equivalent 155
203203 education to be determined on examination and has the requisite skill 156
204204 to perform the work in the trade for which such applicant is applying 157
205205 for a license and can comply with all other requirements of this chapter 158
206206 and the regulations adopted under this chapter. A recommendation for 159
207207 review issued pursuant to section 31-22u shall be sufficient to 160
208208 demonstrate that an applicant possesses such requisite skill and can 161
209209 comply with all other requirements of this chapter and the regulations 162
210210 adopted under this chapter. For any application submitted pursuant to 163
211211 this section that requires a hearing or other action by the applicable 164
212212 examining board or the commissioner, such hearing or other action by 165
213213 the applicable examining board or the commissioner shall occur not 166
214214 later than thirty days after the date of submission for such application. 167
215215 Upon application for any such license, the applicant shall pay to the 168
216216 department a nonrefundable application fee of ninety dollars for a 169
217217 license under subdivisions (2) and (3) of subsection (a) and subdivision 170
218218 (4) of subsection (e) of section 20-334a, or a nonrefundable application 171
219219 fee of [one hundred fifty] one hundred dollars for a license under 172
220220 subdivision (1) of subsection (a), subdivisions (1) and (2) of subsection 173
221221 (b), subdivision (1) of subsection (c) and subdivisions (1), (2) and (3) of 174
222222 subsection (e) of section 20-334a. Any such application fee shall be 175
223223 waived for persons who present a recommendation for review issued 176
224224 pursuant to section 31-22u. 177
225225 Sec. 9. Section 20-335 of the general statutes is repealed and the 178

233233 Any person who has successfully completed an examination for such 180
234234 person's initial license under this chapter shall pay to the Department of 181
235235 Consumer Protection a fee of [one hundred fifty] one hundred dollars 182
236236 for [a contractor's license or a fee of one hundred twenty dollars for any 183
237237 other] such license. Any such initial license fee shall be waived for 184
238238 persons who present a recommendation for review issued pursuant to 185
239239 section 31-22u. All such licenses shall expire annually. No person shall 186
240240 carry on or engage in the work or occupations subject to this chapter 187
241241 after the expiration of such person's license until such person has filed 188
242242 an application bearing the date of such person's registration card with 189
243243 the appropriate board. Such application shall be in writing, addressed 190
244244 to the secretary of the board from which such renewal is sought and 191
245245 signed by the person applying for such renewal. A licensee applying for 192
246246 renewal shall, at such times as the commissioner shall by regulation 193
247247 prescribe, furnish evidence satisfactory to the board that the licensee has 194
248248 completed any continuing professional education required under 195
249249 sections 20-330 to 20-341, inclusive, or any regulations adopted 196
250250 thereunder. The board may renew such license if the application for 197
251251 such renewal is received by the board no later than one month after the 198
252252 date of expiration of such license, upon payment to the department of a 199
253253 renewal fee of [one hundred fifty] one hundred dollars. [in the case of a 200
254254 contractor and of one hundred twenty dollars for any other such 201
255255 license.] For any completed renewal application submitted pursuant to 202
256256 this section that requires a hearing or other action by the applicable 203
257257 examining board, such hearing or other action by the applicable 204
258258 examining board shall occur not later than thirty days after the date of 205
259259 submission for such completed renewal application. The department 206
260260 shall issue a receipt stating the fact of such payment, which receipt shall 207
261261 be a license to engage in such work or occupation. A licensee who has 208
262262 failed to renew such licensee's license for a period of over two years 209
263263 from the date of expiration of such license shall have it reinstated only 210
264264 upon complying with the requirements of section 20-333, as amended 211
265265 by this act. All license fees and renewal fees paid to the department 212
266266 pursuant to this section shall be deposited in the General Fund. 213 Substitute Bill No. 135

273273 Sec. 10. Subsection (h) of section 20-340d of the general statutes is 214
274274 repealed and the following is substituted in lieu thereof (Effective July 1, 215

276276 (h) The initial fee for a swimming pool builder's license shall be [one 217
277277 hundred fifty] one hundred dollars and the renewal fee for such license 218
278278 shall be one hundred dollars. Licenses shall be valid for a period of one 219
279279 year from the date of issuance. 220
280280 Sec. 11. Subsection (b) of section 20-340f of the general statutes is 221
281281 repealed and the following is substituted in lieu thereof (Effective July 1, 222

283283 (b) The initial fee for a residential stair lift technician's license shall be 224
284284 [one hundred fifty] one hundred dollars and the renewal fee for such 225
285285 license shall be seventy-five dollars. Licenses shall be valid for a period 226
286286 of one year from the date of issuance. 227
287287 Sec. 12. Subsection (b) of section 20-341u of the general statutes is 228
288288 repealed and the following is substituted in lieu thereof (Effective July 1, 229
289289 2023): 230
290290 (b) Each application for a certificate of registration under this section 231
291291 shall be accompanied by a fee of [one hundred ten] one hundred dollars. 232
292292 Sec. 13. Subsection (d) of section 20-341y of the general statutes is 233
293293 repealed and the following is substituted in lieu thereof (Effective July 1, 234

295295 (d) The fee for renewal of a certificate shall be [one hundred ten] one 236

297297 Sec. 14. Subsection (c) of section 20-349 of the general statutes is 238

307307 to the board in writing, on forms which the Department of Consumer 242
308308 Protection shall provide, stating: (1) Such person's name, residence 243
309309 address and business address; (2) a brief description of his 244
310310 qualifications, including the length and nature of his experience; (3) in 245
311311 the case of an apprentice, the name of his employer or supervisor; and 246
312312 (4) such other information as the department may require. Each 247
313313 application for a license as a service dealer shall be accompanied by a 248
314314 fee of [two hundred] one hundred dollars. Each application for a license 249
315315 as a licensed electronics technician, licensed antenna technician or 250
316316 licensed radio electronics technician shall be accompanied by a fee of 251
317317 eighty dollars. Each application for a permit as an apprentice shall be 252
318318 accompanied by a fee of forty dollars. If a service dealer as an individual 253
319319 is a licensed electronics technician or licensed radio electronics 254
320320 technician, only one license fee shall be charged in the amount of [two 255
321321 hundred] one hundred dollars. All such fees shall be paid to the 256
322322 department. 257
323323 Sec. 15. Subsection (d) of section 20-357m of the general statutes is 258
324324 repealed and the following is substituted in lieu thereof (Effective July 1, 259
325325 2023): 260
326326 (d) The commissioner shall issue a telecommunications infrastructure 261
327327 layout technician license to any individual who: (1) Completes a college 262
328328 level program or other program of instruction approved by the 263
329329 Department of Consumer Protection that assures industry standards in 264
330330 telecommunications infrastructure design; (2) submits an application 265
331331 pursuant to subsection (c) of this section deemed acceptable by the 266
332332 Commissioner of Consumer Protection; and (3) at the time of 267
333333 application, has held for not less than five years and continues to hold a 268
334334 valid unlimited or limited electrical license issued under the Electrical 269
335335 Work Board or a public service technician certificate of registration 270
336336 issued pursuant to section 20-340b, or has other equivalent experience 271
337337 and training as required for an electrical license, as determined by the 272
338338 commissioner. A license issued pursuant to this subsection is 273

346346 technician license is [three hundred fifteen] two hundred dollars. Such 275
347347 license shall be renewed biennially and the renewal fee is [three 276
348348 hundred fifteen] two hundred dollars. 277
349349 Sec. 16. Subsection (b) of section 20-369a of the general statutes is 278
350350 repealed and the following is substituted in lieu thereof (Effective July 1, 279
351351 2023): 280
352352 (b) A qualifying corporation or limited liability company desiring a 281
353353 certificate of registration shall file with the board an application upon a 282
354354 form prescribed by the Department of Consumer Protection, 283
355355 accompanied by an application fee of eighty dollars. Each such 284
356356 certificate shall expire annually and shall be renewable upon payment 285
357357 of a fee of [two hundred] one hundred dollars. If all requirements of this 286
358358 chapter are met, the board shall authorize the department to issue to 287
359359 such corporation or limited liability company a certificate of registration 288
360360 within thirty days after such application, provided the board may refuse 289
361361 to authorize the issuance of a certificate if any facts exist which would 290
362362 entitle the board to suspend or revoke an existing certificate of 291
363363 registration. 292
364364 Sec. 17. Subsection (a) of section 20-374 of the general statutes is 293
365365 repealed and the following is substituted in lieu thereof (Effective July 1, 294
366366 2023): 295
367367 (a) Every licensed landscape architect shall pay an annual license fee 296
368368 to the department. A holder of a valid license who is not engaging in the 297
369369 active practice of the holder's profession in this state and does not desire 298
370370 to register may allow the license to lapse by notifying the board of the 299
371371 holder's intention not to renew the license. After a license has been 300
372372 allowed to lapse or has been suspended, it may be reinstated upon 301
373373 payment of a reinstatement fee and such proof of the landscape 302
374374 architect's qualifications as may be required in the sound discretion of 303
375375 the board. The department shall issue a receipt to each landscape 304
376376 architect promptly upon the payment of the annual fee for a license. The 305
377377 amount of fees prescribed by this chapter is that fixed by the following 306 Substitute Bill No. 135

384384 schedule: (1) The application fee for examination shall be a 307
385385 nonrefundable fee of eighty dollars; (2) the fee for an initial license shall 308
386386 be [two hundred eighty] one hundred dollars; (3) the fee for a duplicate 309
387387 license shall be fifteen dollars; (4) the annual license fee shall be the 310
388388 professional services fee for [class E] class B, as defined in section 33-311
389389 182l; (5) the reinstatement fee for a suspended license shall be two 312
390390 hundred fifty dollars; and (6) the reinstatement fee for a lapsed license 313
391391 shall be one hundred eighty dollars. 314
392392 Sec. 18. Subsection (b) of section 20-377m of the general statutes is 315
393393 repealed and the following is substituted in lieu thereof (Effective July 1, 316
394394 2023): 317
395395 (b) Each application for a certificate of registration shall be 318
396396 accompanied by a fee of [one hundred ninety] one hundred dollars, 319
397397 provided any architect licensed in this state shall not be required to pay 320
398398 such fee. 321
399399 Sec. 19. Subsection (e) of section 20-377s of the general statutes is 322
400400 repealed and the following is substituted in lieu thereof (Effective July 1, 323
401401 2023): 324
402402 (e) A registered interior designer may apply for renewal of a 325
403403 certificate of registration. The fee for renewal of such certificate of 326
404404 registration shall be [one hundred ninety] one hundred dollars, 327
405405 provided any architect licensed in this state shall not be required to pay 328
406406 such fee. 329
407407 Sec. 20. Subsection (b) of section 20-417b of the general statutes is 330
408408 repealed and the following is substituted in lieu thereof (Effective July 1, 331
409409 2023): 332
410410 (b) Any person seeking a certificate of registration shall apply to the 333
411411 commissioner, online, on a form provided by the commissioner. The 334
412412 application shall include (1) the applicant's name, business street 335
413413 address and business telephone number, (2) the identity of the insurer 336

421421 such applicant is required by any provision of the general statutes to 338
422422 have workers' compensation coverage, the identity of the insurer that 339
423423 provides the applicant with such workers' compensation coverage, (4) 340
424424 if such applicant is required by any provision of the general statutes to 341
425425 have an agent for service of process, the name and address of such agent, 342
426426 and (5) proof of general liability insurance coverage in an amount not 343
427427 less than twenty thousand dollars, demonstrated by providing the 344
428428 policy number and business name of the insurance provider. Each such 345
429429 application shall be accompanied by a fee of [one hundred twenty] one 346

434434 Sec. 21. Subsections (b) and (c) of section 20-421 of the general statutes 351

446446 Sec. 22. Subsection (d) of section 20-457 of the general statutes is 363

464464 Sec. 23. Subsection (c) of section 20-492a of the general statutes is 375
465465 repealed and the following is substituted in lieu thereof (Effective July 1, 376

467467 (c) All licenses issued under the provisions of this section shall expire 378
468468 biennially and may be renewed upon application and payment to the 379
469469 department of a renewal fee in the amount of [two hundred fifty] two 380

471471 Sec. 24. Subsections (a) and (b) of section 20-511 of the general statutes 382
472472 are repealed and the following is substituted in lieu thereof (Effective July 383

474474 (a) In order to obtain an appraiser certification or a provisional 385
475475 license, each person who has met, to the satisfaction of the commission, 386
476476 the minimum requirements established by the commission for such 387

478478 addition to the application fee described in subsection (c) of section 20-389
479479 509, an initial fee of [: Three hundred seventy-five dollars in the case of 390

517517 management of a pharmacy is ninety dollars. A late fee for failing to give 422

564564 contributions from a solicitation shall register with the department. 457
565565 Applications for registration or renewal of a registration as a fund-458
566566 raising counsel shall be in a form prescribed by the commissioner and 459
567567 shall be accompanied by a fee in the amount of [one hundred twenty] 460
568568 one hundred dollars. Each fund-raising counsel shall certify that such 461
569569 application or report is true and correct to the best of the fund-raising 462
570570 counsel's knowledge. Each application shall contain such information as 463
571571 the department shall require. Each registration shall be valid for one 464
572572 year and may be renewed for additional one-year periods. An applicant 465
573573 for registration or for a renewal of registration as a fund-raising counsel 466
574574 shall, at the time of making such application, file with and have 467
575575 approved by the department a bond in a form prescribed by the 468
576576 commissioner, in which the applicant shall be the principal obligor in 469
577577 the sum of twenty thousand dollars, with one or more responsible 470
578578 sureties whose liability in the aggregate as such sureties shall be no less 471
579579 than such sum. The fund-raising counsel shall maintain the bond in 472
580580 effect as long as the registration is in effect. The bond shall run to the 473
581581 state and to any person who may have a cause of action against the 474
582582 principal obligor of the bond for any liabilities resulting from the 475
583583 obligor's conduct of any activities subject to sections 21a-190a to 21a-476
584584 190l, inclusive, or arising out of a violation of said sections or any 477
585585 regulation adopted pursuant to said sections. Any such fund-raising 478
586586 counsel shall account to the charitable organization with which he has 479
587587 contracted for all income received and expenses paid no later than 480
588588 ninety days after a solicitation campaign has been completed, and in the 481
589589 case of a solicitation campaign lasting more than one year, on the 482
590590 anniversary of the commencement of such campaign. Such accounting 483
591591 shall be in writing, shall be retained by the charitable organization for 484
592592 three years and shall be available to the department upon request. 485
593593 Sec. 27. Subsection (a) of section 21a-190f of the general statutes is 486

612612 Commissioner of Consumer Protection shall adopt any regulations, in 499
613613 accordance with chapter 54 of the general statutes, necessary to ensure 500
614614 that any individual who is licensed, certified or permitted by, or 501
615615 registered with, or who seeks a license, certification, permit or 502
616616 registration from, the commissioner or the Department of Consumer 503
617617 Protection is not charged a licensing, certification, permit or registration 504
618618 fee in an amount that is greater than one hundred dollars per license, 505
619619 certification, permit or registration year. 506
620620 (b) The provisions of subsection (a) of this section shall not apply to 507
621621 any license, certification, permit or registration issued under title 30 of 508
622622 the general statutes. 509
