15-EXPERIENTIAL LEARNING PROGRAM.
19+AN ACT CONCERNING THE EXPANSION OF APPRENTICESHIP
20+TRAINING OPPORTUNITIES.
1621 Be it enacted by the Senate and House of Representatives in General

19-Section 1. (NEW) (Effective October 1, 2023) (a) The Office of 1
20-Workforce Strategy shall develop a workforce training and experiential 2
21-learning program to ensure access to training for careers in 3
22-mechatronics, cybersecurity, three-dimensional printing, the Internet 4
23-of things and chartered global management accounting. 5
24+Section 1. (NEW) (Effective October 1, 2023) (a) The Office of Workforce 1
25+Strategy shall develop an apprenticeship program to ensure access to 2
26+training for careers in mechatronics, cybersecurity, three dimensional 3
27+printing, Internet of things and chartered global management 4
28+accounting. 5
2429 (b) The Office of Workforce Strategy shall: 6
2530 (1) Consult with related businesses on an ongoing basis to assess the 7
2631 hiring needs of such businesses; 8
2732 (2) Develop an application for prospective enrollees in the 9
28-workforce training and experiential learning program developed 10
29-pursuant to this section; 11
30-(3) Partner with regional workforce development boards and 12
31-institutions of higher education to offer workforce training and 13
32-experiential learning programs; 14
33-(4) Develop a series of career pathways to ensure that workers have 15
34-the ability to vertically advance their careers; and 16 Substitute Bill No. 1089

41-(5) Partner with associated training providers to track and report 17
42-performance outcomes of participants in the workforce training and 18
43-experiential learning program. 19
44-(c) Upon completion of the workforce training and experiential 20
45-learning training program, enrollees may opt to have their information 21
46-provided to businesses as prospective employees. 22
47-(d) Not later than July 1, 2024, and annually thereafter, the Office of 23
48-Workforce Strategy shall submit a report, in accordance with the 24
49-provisions of section 11-4a of the general statutes, on the workforce 25
50-training and experiential learning program developed pursuant to 26
51-subsections (a) to (c), inclusive, of this section to the joint standing 27
52-committees of the General Assembly having cognizance of matters 28
53-relating to commerce, education, higher education and employment 29
54-advancement and labor and public employees. Such report may 30
55-include information on the (1) workforce training and experiential 31
56-learning program completion and job placement rate of individuals 32
57-who participated in such program, and (2) starting wages and wage 33
58-growth of individuals employed after participating in the workforce 34
59-training and experiential learning program. 35

58+wage growth of individuals employed after participating in the 30
59+apprenticeship program. 31
