Explanation 
The bill is not anticipated to result in a fiscal impact. The bill makes 
changes to payment processes for fuel vendors under the federal Low-
Income Home Energy Assistance Program (LIHEAP), which may alter 
the distribution of federal funding but does not result in a net fiscal 
impact to the state. The bill also allows DSS to implement a bundled 
Medicaid payment for maternity services, within available 
appropriations, and makes other technical and conforming changes that 
have no fiscal impact. 
Senate “A” makes changes to vendor payment standards under 
LIHEAP and has no net fiscal impact to the state.
