Section 1 of the bill prohibits a hotel or motel operator from 
providing a financial incentive for a room that is based upon an hourly 
rate or an occupancy period of no more than 12 hours.  This has no fiscal 
impact since there is no fine for any violations tied to this prohibition. 
Additionally, Section 2 of the bill increases the membership on the 
Trafficking in Persons Council’s membership, from 35 to 36, by adding 
the Department of Developmental Services (DDS). There is no fiscal 
impact to DDS to participate on the Council. 
Senate "A" replaced provisions in Section 1 of the bill and removed 
another section of the bill, which also has no fiscal impact.
