914 AN ACT IMPLEMENTING ADDITIONAL MEASURES TO PREVENT
1015 TRAFFICKING IN PERSONS AND EXPANDING THE COMPOSITION
1116 OF THE TRAFFICKING IN PERSONS COUNCIL.
1217 Be it enacted by the Senate and House of Representatives in General
1318 Assembly convened:

15-Section 1. (NEW) (Effective October 1, 2023) When offering or
16-providing a room that includes sleeping accommodations, no operator
17-of a hotel, motel or similar lodging may offer or provide a financial
18-discount or benefit for such room that is based upon an hourly rate or
19-an occupancy period that is for a term of twelve hours or less.
20-Sec. 2. Subsection (b) of section 46a-170 of the general statutes is
21-repealed and the following is substituted in lieu thereof (Effective July 1,
22-2023):
23-(b) The council shall consist of the following members: (1) The Chief
24-State's Attorney, or a designee; (2) the Chief Public Defender, or a
25-designee; (3) the Commissioner of Emergency Services and Public
26-Protection, or the commissioner's designee; (4) the Labor Commissioner,
27-or the commissioner's designee; (5) the Commissioner of Social Services,
28-or the commissioner's designee; (6) the Commissioner of Public Health,
29-or the commissioner's designee; (7) the Commissioner of Mental Health
30-and Addiction Services, or the commissioner's designee; (8) the Substitute Senate Bill No. 1117
20+Section 1. (NEW) (Effective October 1, 2023) No operator of a hotel, 1
21+motel or similar lodging may offer an hourly rate for any sleeping 2
22+accommodation maintained by such hotel, motel or similar lodging. 3
23+Sec. 2. (NEW) (Effective October 1, 2023) No operator of a hotel, motel 4
24+or similar lodging shall provide use of any sleeping accommodation 5
25+maintained by such hotel, motel or similar lodging to any person 6
26+without first establishing the person's identity by requiring such 7
27+person to present the person's motor vehicle operator's license, or any 8
28+other valid form of identification issued by the federal government or 9
29+a state or municipal government or an official passport, provided such 10
30+form of identification includes a photograph. 11
31+Sec. 3. Subsection (b) of section 46a-170 of the general statutes is 12

38-Training Division of the Police Officer Standards and Training Council,
39-or the director's designee; [(11)] (12) the Child Advocate, or the Child
40-Advocate's designee; [(12)] (13) the Victim Advocate, or the Victim
41-Advocate's designee; [(13)] (14) a chairperson of the Commission on
42-Women, Children, Seniors, Equity and Opportunity, or the
43-chairperson's designee; [(14)] (15) one representative of the Office of
44-Victim Services of the Judicial Branch appointed by the Chief Court
45-Administrator; [(15)] (16) a municipal police chief appointed by the
46-Connecticut Police Chiefs Association, or a designee; [(16)] (17) the
47-Commissioner of Education, or the commissioner's designee; [(17)] (18)
48-an adult victim of trafficking, appointed by the Governor; [(18)] (19) a
49-judge of the Superior Court, appointed by the Chief Court
50-Administrator; [(19)] (20) a state's attorney appointed by the Chief
51-State's Attorney; [(20)] (21) a public defender appointed by the Chief
52-Public Defender; and [(21)] (22) fifteen public members appointed as
53-follows: The Governor shall appoint three members, one of whom shall
54-represent victims of commercial exploitation of children, one of whom
55-shall represent sex trafficking victims who are children and one of
56-whom shall represent a coalition of children's advocacy centers and
57-multidisciplinary teams that are dedicated to serving child abuse
58-victims and their families, the president pro tempore of the Senate shall
59-appoint two members, one of whom shall represent the Connecticut
60-Alliance to End Sexual Violence and one of whom shall represent an
61-organization that provides civil legal services to low-income
62-individuals, the speaker of the House of Representatives shall appoint
63-two members, one of whom shall represent the Connecticut Coalition
64-Against Domestic Violence and one of whom shall represent the
65-Connecticut Lodging Association, the majority leader of the Senate shall

63+appointed by the Governor; [(18)] (19) a judge of the Superior Court, 38
64+appointed by the Chief Court Administrator; [(19)] (20) a state's 39
65+attorney appointed by the Chief State's Attorney; [(20)] (21) a public 40
66+defender appointed by the Chief Public Defender; and [(21)] (22) 41
67+fifteen public members appointed as follows: The Governor shall 42

79-leader of the House of Representatives shall appoint two members, one
80-of whom shall represent the Motor Transport Association of
81-Connecticut, Inc. and one of whom shall represent an organization that
82-works with adult victims of trafficking.
