O F F I C E O F L E G I S L A T I V E R E S E A R C H P U B L I C A C T S U M M A R Y Page 1 PA 23-20—sSB 1117 Judiciary Committee AN ACT IMPLEMENTING ADDITIONAL MEASURES TO PREVENT TRAFFICKING IN PERSO NS AND EXPANDING THE COMPOSITION OF THE TRAFFICKING IN PERSO NS COUNCIL SUMMARY: This act expands protections for human trafficking victims by prohibiting hotel, motel, or similar lodging operators (“operators”) that offer or provide a room with sleeping accommodations from offering or giving a financial discount or benefit based on an (1) hourly rate or (2) occupancy period that is for 12 hours or less. The act also increases the Trafficking in Persons Council’s membership from 35 to 36 by adding the Department of Developmental Services commissioner, or the commissioner’s designee. By law, among other things, the council coordinates human trafficking data collection and consults with government and non- government organizations in developing recommendations to strengthen state and local efforts to prevent trafficking, protect and help victims, and prosecute traffickers. EFFECTIVE DATE: October 1, 2023, except the Trafficking in Persons Council membership expansion is effective July 1, 2023.
