1414 AN ACT CONCERNING APPRENTICESHIP REPORTING DATA.
1515 Be it enacted by the Senate and House of Representatives in General

1818 Section 1. Section 31-22r of the general statutes is repealed and the 1
1919 following is substituted in lieu thereof (Effective July 1, 2024): 2
2020 (a) (1) Each person who registered as an apprentice with the Labor 3
2121 Department before July 1, 2003, and has not completed an 4
2222 apprenticeship as of July 9, 2003, shall pay to the Labor Department a 5
2323 registration fee of twenty-five dollars on or before July 1, 2003, and a 6
2424 renewal registration fee of twenty-five dollars on or before July first of 7
2525 each subsequent year until (A) such registration is withdrawn, or (B) 8
2626 such person has completed an apprenticeship and possesses a valid 9
2727 journeyperson card of occupational license, if required. 10
28-(2) Each person who initially registers as an apprentice with the Labor 11
29-Department on or after July 1, 2003, shall pay to the Labor Department 12
30-a registration fee of fifty dollars at the time of registration and an annual 13
31-renewal registration fee of fifty dollars until (A) such registration is 14
32-withdrawn, or (B) such person has completed an apprenticeship and 15
33-possesses a valid journeyperson card of occupational license, if 16
34-required. 17
28+(2) Each person who initially registers as an apprentice with the 11
29+Labor Department on or after July 1, 2003, shall pay to the Labor 12
30+Department a registration fee of fifty dollars at the time of registration 13

4242 with the Labor Department as of July 1, 2003, shall pay to the Labor 19
4343 Department an annual registration fee of sixty dollars for each 20
4444 apprentice participating in such program until the apprentice has 21
45-completed the apprenticeship and possesses a valid journeyperson card 22
46-of occupational license, if required, or such program is cancelled by the 23
47-sponsor or deregistered for cause by the Labor Department in 24
45+completed the apprenticeship and possesses a valid journeyperson 22

47+by the sponsor or deregistered for cause by the Labor Department in 24
4848 accordance with regulations adopted pursuant to this chapter, 25

5050 (c) Each person sponsoring an apprenticeship program registered 27
5151 with the Labor Department as of July 1, 2024, shall annually submit the 28
52-following information along with such sponsor's annual registration fee: 29
53-(1) The current minimum completion rate of such sponsor's 30

5454 apprenticeship program, (2) the number of registered apprentices 31
5555 currently participating in such sponsor's program, (3) the number of 32
5656 licensed journeypersons currently employed by such sponsor, (4) the 33
5757 number of registered apprentices participating in such program who 34
5858 have advanced a year since the date of such sponsor's previous 35
5959 registration, or year to date for new sponsors, (5) the number of 36
60-apprentices who have separated from such sponsor's program since the 37
61-date of such sponsor's previous registration, or year to date for new 38
60+apprentices who have separated from such sponsor's program since 37
61+the date of such sponsor's previous registration, or year to date for new 38
6262 sponsors, (6) the number of apprentices who have completed an 39
6363 apprenticeship program with such sponsor since the date of such 40
6464 sponsor's previous registration, or year to date for new sponsors, and 41
6565 (7) the number of apprentices who completed such sponsor's program 42
6666 who have been issued an occupational license by the Department of 43
6767 Consumer Protection and are currently employed by such sponsor. All 44
6868 information shall be submitted in a form and manner as prescribed by 45
6969 the commissioner and disaggregated by gender identity, race and 46
7070 ethnicity. Notwithstanding the provisions of section 1-210, such 47
7171 information provided by a sponsor shall be considered a public record 48
7272 and all persons shall have the right to inspect and copy such records in 49
7373 accordance with the provisions of section 1-212. 50

8181 Department pursuant to this section shall be deposited in the General 52
8282 Fund and fifty per cent of such amount shall be credited to a separate 53
8383 nonlapsing appropriation to the Labor Department, for the purpose of 54
8484 administering the department's apprentice training program and 55
8585 sections 31-22m to 31-22p, inclusive. 56
8686 This act shall take effect as follows and shall amend the following
